COLUMBIA GENERATING STATION - NRC CONFIRMATORY ORDER FOLLOW-UP INSPECTION 05000397/2017406

Dear Mr. Reddemann:

On September 5, 2017, the U.S. Nuclear Regulatory Commission (NRC) completed a Confirmatory Order follow-up inspection at your Columbia Generating Station and discussed the results of this inspection with Mr. W. G. Hettel, Vice President, Operations, and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC inspector did not identify any finding or violation of more-than-minor significance.

During this inspection, the NRC examined activities conducted under your license as they relate to public health and safety and compliance with the Commission's rules and regulations, and with the conditions of your license. Within these areas, the inspection consisted of selected examination of procedures and representative records, observations of activities, and interviews with personnel.

This inspection focused on assessing activities related to the implementation of the commitments described in Confirmatory Order Letter EA-14-240, Agencywide Document Access and Management System (ADAMS) Accession No. ML15271A078, issued September 28, 2015. The NRC issued Confirmatory Order Letter EA-14-240 to confirm completion of Energy Northwests actions to address issues related to armed responder availability. Specifically, this inspection reviewed the action items associated with the subject commitments to determine which were completed and the enclosed inspection report describes the results of those reviews. This report documents the NRCs conclusion that the requirements of the Confirmatory Order have been met. In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public Inspections, Exemptions, Requests for Withholding, of the NRC's "Rules of Practice and Procedure," a copy of this letter will be available electronically for public inspection in the NRCs Public Document Room or from the Publicly Available Records (PARS) component of ADAMS.

ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

However, the enclosed, revised report contains Security-Related Information, so the enclosed report will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information - Withhold from Public Disclosure Under 10 CFR 2.390 (d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1).

The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
