SUMMARY OF MAY 19,2014, MEETING WITH EXELON GENERATION
- COMPANY, LLC REGARDING AREVA XM FUEL TRANSITION FOR DRESDEN AND QUAD CITIES NUCLEAR STATIONS (TAC NOS. MF2422, MF2423, MF2424, and MF2425) On May 19, 2014, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation
- Company, LLC (Exelon) and AREVA at the NRC Headquarters in Rockville, Maryland.
The purpose of the meeting was to discuss a planned license amendment to transition from Westinghouse Optima2 to AREVA XM nuclear fuel. The meeting notice, dated April 30, 2014, is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML 14113A343.
A list of attendees is provided as an enclosure.
A formal presentation was made by Exelon and AREVA (ADAMS Accession No. ML 14232A785).
The discussion topics included the transition process from a Westinghouse to AREVA fuel supply, a summary of the August 27, 2013, pre-submittal
- meeting, technical topics associated with the proposed transition, licensing activities, and schedule.
The NRC staff made several inquiries including those regarding licensing considerations, schedule
- concerns, and expectations for the submittal.
When NRC staff inquired about the types of analyses to be performed, Exelon responded that there will be a technical specification change and an anticipated transient without scram overpressurization
- analysis, and that they will address sensitivities.
Exelon indicated it will submit a license amendment request (LAR) for Quad Cities Nuclear Power Station (QCNPS) and Dresden Nuclear Power Station (DNPS). Exelon also indicated that AREVA will generate proprietary reports for both DNPS and QCNPS; however, the LARwill only include the reports for QCNPS since the application of the methodologies is the same for both stations.
When the NRC staff asked if this will be clarified, Exelon confirmed that it would. When the NRC staff requested that Exelon indicate whether there will be a mixed core with both Westinghouse and AREVA fuel, Exelon indicated that there will be a mixed core initially.
The NRC staff expressed that there are concerns as to whether the schedule proposed by Exelon can be met, particularly, the March 2016, date proposed for NRC staff approval.
A discussion between the NRC staff and Exelon occurred regarding licensing commitments and License Conditions (particularly, concerning channel bow) and the NRC staff indicated that Exelon can request a commitment, which the NRC can escalate to a License Condition, if necessary. The NRC staff indicated that there is an existing related QCNPS LAR that could change the upcoming LAR. The NRC staff made an inquiry about what will be done if the existing request is not approved.
Exelon indicated that it would resubmit if necessary.
The NRC staff also asked if another LAR was being submitted for the new fuel vault and Exelon indicated that this will be addressed in accordance with the Title 1 0 of the Code of Federal Regulations Section 50.59 process.
The NRC staff requested that Exelon indicate whether there are concerns or difficulties in the analysis, including any involving thermal conductivity degradation (TCD), range of applicability, and conservatism.
Exelon indicated that it does not anticipate any issues and will take action to see if TCD (as well as other issues) are being addressed in their analysis and indicated that the analysis would be conservative.
Schedule concerns were again expressed by the NRC staff and Exelon indicated that it would be willing to have another pre-submittal
- meeting, as well as provide reports and other information.
The NRC requested that the crud/corrosion water chemistry program be described and the potential impact on the licensing analysis be provided.
Exelon indicated that the impact is minor, but that stability oscillation magnitude is one of them. Exelon indicated that a stability analysis will be done and that it is expected that the crud and corrosion will not impact results but that the analysis had not been completed.
The NRC staff requested that a more specific reference be provided for the fast transient evaluation operability assessment performed in 2009. Exelon indicated that it would provide this reference.
Other questions were also asked by the NRC staff but they were not included due to potential proprietary concerns.

Set up a meeting (likely in the summer) to discuss technical issues. Provide information concerning control room dose. Discuss application of stability. Members of the public were not in attendance.
