SUMMARY

OF MAY 27, 2021 PUBLIC PRE-SUBMITTAL WEBINAR WITH EXELON GENERATION COMPANY, LLC REGARDING PROPOSED LICENSE AMENDMENT REQUESTS ASSOCIATED WITH TRANSITION TO NEW FUEL AT LASALLE COUNTY STATION, UNITS 1 AND 2 AND QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 (EPID L-2021-LRM-0052)

On May 27, 2021, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Exelon Generation Company, LLC (Exelon, the licensee) via a webinar. The purpose of the meeting was to discuss the proposed future license amendment requests (LARs) associated with transition to a new fuel type and vendor at LaSalle County Station, Units 1 and 2 (LaSalle) and Quad Cities Nuclear Power Station, Units 1 and 2 (Quad Cities).

The meeting notice and agenda dated May 13, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21144A154.

Exelon Presentation The licensee presented meeting objectives and indicated that the information presented was intended to enable NRC to get a clear understanding on the proposed LAR submittals. Exelon stated that it is transitioning all boiling water reactor (BWR) plants in its fleet, except Nine Mile Point Nuclear Station, to Global Nuclear Fuel (GNF)s latest fuel design (i.e., GNF3). Exelon highlighted that Quad Cities is not currently licensed to GNF methods; thus, the vendor transition for Quad Cities would require a LAR. Exelon also indicated that in conjunction with the fuel type change, it plans to change the criticality safety analysis (CSA) methodology at LaSalle and Quad Cities.

Exelon indicated that it plans to submit the following LAR submittals:

LaSalle:

  • CSA Methodology Change and Administrative Controls Update: expected submittal in July 2021.

Quad Cities:

  • Criticality Safety Analysis Methodology Change: expected submittal in July 2021.
  • Vendor Transition Now Using GNF Methods: expected submittal in September 2021.
  • Improved Scram Speeds: expected submittal in December 2021.

The licensee noted that it plans to align the CSA methodology with fuel vendor to optimize core design. The licensee stated that for LaSalle, the proposed CSA methodology change and administrative controls update will include spent fuel pool (SFP) CSA, new fuel vault CSA, and Technical Specification (TS) Section 4.3.1.1 and TS 5.6.5.b changes.

The licensee also indicated that for Quad Cities, the proposed CSA methodology change update will include SFP CSA, new fuel vault CSA, TS Section 4.3.1.1 changes. The licensee also described the proposed vendor transition to GNF methods at Quad Cities and provided highlights on the technical scope of the proposed LAR. The licensee noted that it intends to use GNF methodologies to determine overall core operating limits for cycles containing GNF3 fuel.

The licensee also indicated that TS 5.6.5.b changes will incorporate a new analytical method for developing core operating limits at Quad Cities. The licensee also stated that the RODEX2A method previously approved by the NRC for use at Quad Cities is modified for the inclusion of thermal conductivity degradation effects.

The licensee also provided an overview of the proposed improved scram speeds LAR at Quad Cities. The licensee noted that the purpose of this proposed LAR is to revise control rod scram times to improve the American Society of Mechanical Engineers overpressure limit margin, and also indicated this will include revision to TS Table 3.1.4-1 to improve scram speed insertion times, without impacting plant operation.

Staff Discussion The NRC staff asked clarifying questions of the licensee during the presentation. The staff asked if Exelon has considered the new Regulatory Guide (RG) 1.236, Pressurized-Water Reactor Control Rod Ejection and Boiling-Water Reactor Control Rod Drop Accidents, June 2020, in its design. Exelon responded that it does not intend to consider the new RG 1.236.

The staff asked if Exelon was considering the loss-of-coolant accident embrittlement research findings (i.e., technical basis for proposed changes in draft Title 10 of the Code of Federal Regulations Section 50.46c rule changes). Exelon responded that it does not intend to address this information. Further, the NRC requested Exelon to include the implementation plan of the LAR, identify the proprietary information, and the approved applicable topical reports in the LAR applications.

Public Comments There were two members of the public, Mr. Kent Halac (GE Power Portfolio) and Weston Cundiff (GE Power Portfolio), in attendance. No public comments were received.

At this meeting, the NRC staff made no regulatory decisions regarding the merits of the proposed LARs presented by Exelon.

The meeting was adjourned at 2:15 p.m. No Public Meeting Feedback forms were received.
