SUMMARY

OF AUGUST 19,2014, CLOSED MEETING WITH EXELON GENERATION COMPANY, LLC (EXELON) REGARDING AREVA XM FUEL TRANSITION FOR DRESDEN AND QUAD CITIES NUCLEAR STATIONS (TAC NOS. MF2422, MF2423, MF2424, AND MF2425)

On August 19, 2014, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon) and AREVA at the NRC Headquarters in Rockville, Maryland. The purpose of the meeting was to discuss a planned license amendment to transition from Westinghouse Optima2 to AREVA XM nuclear fuel. The meeting notice, dated August 7, 2014, is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML14219A282. A list of attendees is provided as an Enclosure.

A formal presentation was made by Exelon and AREVA. A nonproprietary version of this presentation has been added to the ADAMS under Accession No. ML14237A526. The discussion topics included the transition process from a Westinghouse to AREVA fuel supply, technical topics associated with the proposed transition, licensing activities, and schedule. The NRC staff made several inquiries including those regarding licensing considerations, schedule concerns, and expectations for the submittal.

NRC staff inquired about the types of reactor engineering and fuel handling computer programs that will be used with the new fuel. Exelon's response indicated that there would be no change in program type as Powerplex would also be utilized with the new fuel.

The NRC staff requested that Exelon indicate whether there will be potential problems with channel bow and deflection. In particular, the NRC staff inquired about whether the analytic treatment for channel bow accounted for the possibility that a fluence gradient could induce variations in the sub-channel geometry. The licensee stated that this issue had been evaluated in the past, and that the total treatment of channel bow accounted for the phenomena in aggregate. The NRC staff stated that a detailed discussion about this topic, including how prior assessments relate to the way that the plants operate today, should be provided in the application. Exelon indicated that channel bow effects due to the sub-channel design of the legacy fuel were not anticipated.

During the meeting, the licensee and its vendor discussed limiting axial power shapes assumed in the safety analyses. The NRC staff inquired whether there was a possibility of encountering double-humped axial power profiles, and if so, whether the safety analyses accounted for this power shape. The licensee provided feedback that double-humped power shapes were

possible at Dresden and Quad Cities, but that the safety analysis methods accounted for this possibility.

As in the previous pre-submittal meeting on May 19, 2014, the NRC staff expressed concerns as to whether the schedule proposed by Exelon, and in particular, the March 2016, date for the approval of the License Amendment Request (LAR), can be met. The NRC staff also indicated that it could take well over a year to review the LAR and that the calculations associated with the LAR may need to be audited after the LAR submittal.

When the NRC staff asked if the fuel transition LAR would be dependent upon the Spent Fuel Pool (SFP) Criticality Safety Analysis (CSA) LAR, Exelon indicated that it would not be. The NRC staff also indicated that the Alternate Source Term analysis could impact the fuel transition LAR.

Exelon indicated that it would be willing to have another pre-submittal meeting, if necessary.

The following are action items to be addressed by Exelon:

Action 1: Exelon will provide additional information, in its submittal, regarding the treatment of channel bow of the legacy fuel.

Action 2: Exelon will continue to evaluate schedule concerns associated with the LAR.

Action 3: Application of AREVA's correlation to the geometrically different Westinghouse OPTIMA2 fuel for the full range of applicable T-H parameters must be well explained in the submittal. If there is another pre-submittal meeting, the staff would like the licensee to present more details of the application of the AREVA correlation on the Westinghouse resident fuel.

Action 4: If necessary, set up a meeting (likely in October) to discuss the LAR.
