SUMMARY

OF MARCH 2, 2023, MEETING WITH CONSTELLATION ENERGY GENERATION, LLC, RELATED TO THE PLANNED AMENDMENTS TO ADOPT TSTF-505 AND 10 CFR 50.69 (EPID L-2023-LRM-0007)

On March 2, 2023, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Constellation Energy Generation, LLC (Constellation). The purpose of the meeting was for the NRC staff to discuss a planned license amendment requests (LARs) for Quad Cities Nuclear Power Station, Units No. 1 and 2 (Quad Cities). The LARs would adopt Technical Specification Task Force (TSTF) Traveler TSTF-505 Provide Risk-Informed Extended Completion Times - RITSTF Initiative 4b and Title 10 of the Code of Federal Regulations (10 CFR) 50.69 to Risk-Informed Categorization and Treatment of Structures, Systems and Components for Nuclear Power Reactors. The meeting notice and agenda dated February 8, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML23055B048. A list of attendees is provided as the Enclosure.

Constellation presented information related to the planned amendment requests for Quad Cities (see ML23055A271). The NRC staff queried the licensee on the reliability of FLEX equipment credited in the probability risk assessment (PRA). Constellation stated that the LARs would discuss how reliability of the FLEX equipment is addressed in the PRA. The staff queried if FLEX equipment was included in the last peer reviewed model. The licensee stated that they will review the most recent peer review model and that the LARs will address if and how crediting FLEX in the PRA has been peer reviewed.

The NRC staff queried about the minimum joint human error probability value used in the internal events and fire PRAs. The licensee stated that this would be addressed in the LARs and justified if the value used was below NRC guidance. The staff queried about whether there were open findings and observations (F&Os) that were determined to be unimportant to the applications. The licensee stated that the LARs would include a tabulation and justification of any such F&O. The staff stated that a review of previous staff requests for additional information (RAIs) and the associated responses would assist in understanding the staffs information needs and reduce the number of RAIs that they would receive. The licensee stated that they would review previous RAIs.

The NRC staff queried the licensee on the consideration of low relative seismic contribution to total risk. The licensee stated that the relative seismic contribution to total risk would be addressed in the LARs and that Quad Cities has a low relative seismic risk contribution comparable to other Tier 1 sites.

No members of the public were in attendance. No regulatory decisions were made at this meeting.
