PMP2081EPP.024EXHIBITAJPIC-1PLANFORPUBLICINFORMATION DISSEMINATION ANDOPERATION OFTHEJOINTPUBLICINFORMATION CENTER(JPIC)12.8PUBLICINFORMATION 12.8.1PublicDissemination ofInformation Indiana&MichiganElectricCompany(I&M)willassisttheBerrienCountySheriff's Department andtheMichiganDepartment ofthePublicHealthinthedistribution ofeducational information tothepublicwithintheEmergency PlanningZone(EPZ).Suchinformation willincludethewarningmethodology tobeusedinnotification ofthepublic,education information onradiation, personnel oragenciestobecontacted foradditional information, sheltering, andevacuation routestobeusedintheeventofanuclearincident.

12.8.2PublicAffairsOranization Intheeventofanysignificant incidentattheDonaldC.CookNuclearPlant,itisthepolicyofI&Mtopromptlynotifycounty,stateandfederalofficials, andthepublicthroughthenewsmedia,asdetermined bytheappropriate corporate officersofI&Manditsparentfirm,AmericanElectricPowerCompany(AEP).ForCrisisCommunications Formanynon-routine events,especially thoseinvolving evenminutequantities ofradiation, theNRCOfficeofPublicAffairshasshownthatitislikelytomakeapublicannouncement ofevennon-reportable events.Theutilityindustry's experience hasconsistently shownthatoff-sitepublicreactionismorefavorable whensuchinformation originates withtheutility,alongwithnotification ofappropriate county,stateandfederalagenciespriortoanypublicannouncement.

Thepurposeofnotifying theappropriate agenciespriortoanypublicannouncement istoensurethattheinformation presented is'ullyunderstood byallpartiesanddoesnotconflictwithreportsandinformation transmitted toanyagenciesbyothersources.Pressbriefings willbearrangedinconjunction withappropriate agencyofficials topermitaconsistent andtimelyexchangeofinformation.

12.8.3JPICActivation andLocationInitialstepstoactivateaJointPublicInformation Center(JPIC)shouldbeginatthetimetheutility's near-site emergency responsecentersareactivated, toincludetheTechnical SupportCenter(TSC),Operations StagingArea(OSA),andEmergency Page2of4Revision1,6-Pg-QP

0PMP2081EPP.024EXHIBITA(CONT.)JPIC-2Operations Facility(EOF).TheBentonHarborDivisionAdministrative Assistant willhandlethephysicalarrangements ofsettinguptheJPIC.Priortotheactivation oftheJPIC,allinformation abouttheincidentwillcomefromtheEnergyInformation Centermanager,ordesignee.

JPICLocationIfitisdetermined thatthePlantincidentrequiresestablishment ofaJPICtohandleinquiries, thepreferred locationwouldbetheLakeMichiganCollegeCommunity CenterinBerrienCounty,MIaboutllmilesnortheast ofthesiteboundary.

Thislocationwouldbeadequatetoaccommodate bothalargeandsmallnumberofnewsmediarepresentatives.

ShouldtheLMCareabedeclaredunderevacuation, thentheHolidayInninNiles,MI,about20milessouth-east ofthePlant,willbeused.Bothfacilities couldbereadiedforuseonshortnoticeatanytimeandcouldbeutilizedforanextendedperiodoftimeifneedbebyutility,county,stateandotheragenciesdealingwithanincidentatthePlant.TheBentonHarborServiceBuilding, locatedonemilefromLMC,wouldserveasaprocessing andlogistics Centerforallincomingutilityandindustryrepresentatives.

Allnewsmediarepresentatives willberegistered andcheckedbysecurityattheJPIC.SecuritywillbeprovidedbyIM.UtilitPublicAffairsDirectoratJPICTherankingpublicaffairsrepresentative fromAEPorIBM,ordesignee, attheJPICshouldmaintaindirectcontactwithutilitymanagement dealingwiththeemergency todevelopguidanceonpolicy,supervise allcommunications fromtheutility,andrelayinformation tootherappropriate utilityemployees.

Heshouldalsocoordinate information attheJPICwithcounterparts fromcounty,stateandfederalagenciesandothersinvolvedwiththeemergency.

UtilitSokesersonOneknowledgeable representative fromthenuclearsectionofAEP,ordesignee, attheJPICwillbeidentified astheofficialutilityspokesperson fortheemergency.

Itisofutmostimportance thatthis"singlespokesperson" conceptbecarriedoutinfacttoavoidevenminimalcontradictions ofdetailoranalysis.

Thespokesperson willberesponsible foranyroutineinterviews granted,forbeingthesourceofutilitystatements quotedinpressstatements orreleases, andforrepresenting theutilityatformalpressbriefings toanswertechnical questions abouttheincident.

Thecommunity'elations representative shouldhaveaspecialbriefingroomattheLakeMichiganCollegeCommunity Center(JPIC)andbeupdatedbypublicaffairsemployees attheJPIC.TheCommunications Coordinator willberesponsible forensuringtheadequateflowofinformation toappropriate governmental agencies.

Inaddition, hemayalsoarrangetohaverepresentatives fromtheNRC,andotherappropriate agenciesorcompanies, presentduringpressbriefings.

Inter-AencLiaisonOneofthecriticalneedsduringanyemergency willbeforallin-volvedorganizations

--utility,county,state--tohavethesameinformation andtohaveacentralfocusforquicklycontrolling rumorsandpoolinginformation sources.AnInter-Agency LiaisonCommittee, composedofrepresentatives fromtheutility,countyandtheGovernor's Office,willprovidethisfocusandserveasacentraltrackingpointforreachingofficials, dealingwithrumors,etc.Thisliaisoncommittee willbelocatedattheJPIC.Otherorganiza-tions,such.astheNRC,theInstitute ofNuclearPowerOperations (INPO),Westinghouse, etc.,alsomaybelocatedatorneartheJPICandbeinconsultation withliaisoncommittee.
