AnAssistant PlantManagerinthiscenter.shallorganizeandmanageI&Msupport(doseassessment, communication, andradiation protection) resources tosupporttheTSCandcontrolroomoperators.

3.0 LIMITATIONS

ANDPRECAUTIONS 3.1TheEmergency Operations Facilityshallbeactivated asnecessary foranyemergency condition andspecifically forSiteEmergencies andGeneralEmergencies.

Thisprocedure coverstheoperation oftheEOFuntilestablishment oftheAEPEmergency ResponseOrganization on-siteand/oruntildeactivation oftheEOF.4.0XNSTRUCTIONS 4.1Uponrecognition oftheneedfor,ordesirability ofactivating theEOF,theOn-SiteEmergency Coordinator shalldirecttheCommunications DirectortoinitiatePMP2080EPP.008,Initiating ManningofEmergency ResponseFacilities andCallingOff-DutyPlantPersonnel forthepurposeofstaffingtheEOF.4.2SecurityPersonnel areexpectedtobethefirsttoarriveattheEOF.Uponarrival,theyshouldperformthefollowing:

4.2.14.2.24.2.34.2.4UnlocktheEOF.Turnontheradiation monitor.Instructions arepostedonthemonitor.Turnonthecopiermachine.Establish alogofpersonnel intheEOFbyloggingthearrivalanddeparture ofallpersonnel.

4.3.4EnsuretheEOFassumesdoseassessment andprotective actiondecision-making responsibilities.

Ensurethatdetailedeventdata,PMP2081EPP.020,ExhibitB,ismadeavailable regularly tocommunications, doseassessmentg andradiation protection personnel.

Normallythisdatawillbeprovidedeveryfifteenminutesbytelecopier fromtheTSC.4.4.24.4TheCommunications Directorshallperformthefollowing functions:

4.4.14.4.34.4.4Ensurethecommunicators, doseassessment, andradiation protection personnel arebroughtup.-to-date regarding eventdataandinformation requiredtoperformtheirfunctions.

Establish communication withtheBerrienCountySheriff's Department, MichiganStatePolice,NuclearRegulatory Commission (Emergency Notification SystemandHealthPhysicsNetwork),

AmericanElectricPowerInitialAssessment Group,andPublicAffairs.Assumeresponsibility forthisfunctionfzomtheTSC.4.4.5Assignanindividual, therunnerifavailable, todistribute twosetsofflowdiagramsandone-linediagramstothePublicAffairsCommunication DeskandtheRecoveryandControlManagersOffice.4.4.6Communicate requestsfromoff-sitegroupstotheTechnical Director.

4.4.7Uponcompletion ofanyexercise, drill,orEOFactivation, comparetheavailable
