1.0INTRODUCTION

1.1PurueeeTodescribeanddefinetheresponsibilitiesandactionsnecessarytoactivatetheJointPublicInformationCenter(JPIC).2.0ATTACHMENTSNone3.0INITIATINGCONDITIONSANDORREUIREMENTS3.1TheJointPublicInformationCenterwillbeactivatedataSiteAreaEmergency,orearlierifwarranted,byacombineddecisionoftheSiteEmergencyCoordinator,theCookEnergyInformationCenterManager,theIMPublicAffairsDirectorandtheAEPSCSeniorVicePresident,PublicAffairs.3.2IftheprognosisfortheincidentisoneofrapidescalationortheGovernoroftheStateofMichigandeclaresa"StateofDisaster,"theJPICwillbeimmediatelyactivated,regardlessoftheclassificationlevel.4.0RESPONSIBILITIES4.1JPICDirector4.1.1TheJPICDirectorisresponsibleforcoordinatingallinformationattheJPICwithcounterpartsfromthecounty,stateandfederalagenciesandotherinvolvedwiththeemergency.4.1.2TheJPICDirectorwillmaintaincontactwithutilitymanagementdealingwiththeemergencytodevelopnewsreleases,superviseallcommunicationswiththenewsmediaandrelayinformationtoothersinvolvedwiththeemergency.4.1.3TheJPICDirectorisalsoresponsiblefortheschedulingandpostingofallmediabriefings.

4.2UtilitySpokesperson4.2.1TheUtilitySpokespersonisthe"singleutilityspokesperson"whendealingwiththenewsmediathroughouttheemergency.Thespokespersonwillbethesourceofutilitystatementsquotedinpressbriefingsorreleases,andwillrepresenttheutilityatformalpressbriefingstoanswertechnicalquestionsabouttheincident.4.3JPICSet-UpCoordinator4.3.1TheJPICSet-UpCoordinatorisresponsibleforcontactingandcoordinatingwithLakeMichiganCollegepersonneltheset-upofallareasattheLMCMendelCenterforuseastheJPIC.4.4,.RumorControlCenterCoordinator4.4.1ITheRumorControlCenterCoordinatorisresponsibleforloggingallincomingtelephonecallsutilizingthemessagelogform(SeeIERP3.02,Attachment11)andprovidingaccurateinformationontheincidenttothecallers.Informationfromthesecallswillbesuppliedto.personnelatthecommandcentertokeepthemupdatedonthemajorconcernsofthepublic.4.5SupportOfficeCoordinatorTheSupportOfficeCoordinatorisresponsiblefordirectingtheoveralloperationoftheSupportOffice,includingclericalfunctions,suchascopying,telecopying,typing,etc.Inaddition,theCoordinatorisresponsiblefordealingwithallincomingmediaandcompanycallstotheSupportOffice.4.6MediaAreaCoordinator4.6.1TheMediaAreaCoordinatorisresponsibleforensuringthatallmediarepresentativeshaveadequatefacilitiestoproperlycoverthebriefings,providepresskitsandrelatedprintedmaterialsforbackground,generalinformationaswellaswrittenstatementsfromeachbriefing.ThecoordinatorismerelytoprovidemediasupportandisNOTtospeculateonevents,norattemptanytechnicalexplanationofplantandrecoveryoperations.4.7BriefingStatementWriter4.7.1TheBriefingStatementWriterisresponsibleforgatheringinformationontheincidentandallrecoveryoperationsfromeachorganizationrepresentedintheCommandCenter(StateofMichigan,BerrienCounty,IERPNo.3.01Page3-2Revision5 IndianaMichiganPower,NuclearRegulatoryCommission(ifpossible),FederalEmergencyManagementAgency(ifpossible)etc.Thesestatementswillthenbeincorporatedinasingle,organizednewsrelease.4.8EOFPublicAffairsCoordinator4.8.1TheEOFPublicAffairsCoordinatorislocatedintheEmergencyOperationsFacilityandisresponsibleforsupplyinginformationontheincidentthatmaybeusefulfromapublicinformationstandpointtotheJPICCommandCenter.Thecoordinatorisalsoresponsibleforobtainingcomments/approvalsfromtheRecoveryandControlManagerforallnewsstatements.4.9Video/AVCoordinator4.9.1TheVideo/AVCoordinatorisresponsibleforsettingupallAVequipmentintheMediaBriefingandWorkAreas,theMediaMonitoringAreaandforvideotapingallpressbriefings.4.10MediaMonitoringMediamonitoringpersonnelshallberesponsibleformonitoringlocalradioandtelevisionbroadcaststoensureinformationabouttheincidentisbeingreportedaccurately.(I4.11Assignments4.11.1Assignmentsforeachoftheabovepositionsaswellassupportandback-uppersonnelarecontainedinIERP6.02,Attachment8.5.0PROCEDURE5.1ActionsoftheJPICDirector5.1.1FollowingthedecisiontoactivatetheJPIC,viathethree-wayconferencecallorift'eincidentbeginsattheSiteAreaorGeneralEmergencyClassification,theJPICDirectorshallinitiatethecallsforstaffingoftheJPIC(SeeIERP6.02,Attachment8).AsCookEnergyInformationCenter,CookNuclearPlant,andSt.JosephDivisionpersonnelwillbenotifiedbyothermeans,onlyFortWayneGeneralOfficepersonnelneedbenotified.'5.1.2UponarrivingattheJPIC,theJPICDirectorshalltourtheJPICandensurethatthefollowingfacilitieshavebeensetupandareoperational(SeeIERP3.02).5.1.2.1Recepti'onArea/SecurityAssignmentsIERPNo.3.01Page3-3Revision5 5.1.2.2TheCommandCenter5.1.2.3TheSupportOffice5.1.2.4TheRumorControlCenter5.1.2.5TheMediaMonitoringRoom5.1.2.6TheMediaBriefingRoom5.1.2.7TheMediaWorkingArea5.1,3AftercompletingthetouroftheJPIC,theJPICDirectorshallproceedtotheCommandCenterandnotifytheRecoveryandControlManager(EOF)thattheJPICisoperational.IftheRecoveryandControlManagerhasnotarrivedattheEOF,theJPICDirectorwillmakethisnotificationtotheSiteEmergencyCoordinator.5.1.4TheJPICDirectorwillthenconsultwiththeUtilitySpokespersonandawaitarrivaloftheStateandCountySpokespersons.Priortotheirarrival,theJPICDirectorwill,inconjunctionwiththeutilityspokesperson,determineifitisnecessarytobriefthemediaand/orrespondtoanymediaquestions.5.1.5AfterarrivaloftheStateandCountySpokespersonstheJPICDirectorshallbriefthemonthecurrentstatusoftheincident.TheJPICDirectorandallSpokespersonsshallformtheJointPublicInformationTeam(JPIT).TheJPICDirectorwillscheduleperiodicmediabriefings.5.1.6OnaperiodicbasistheJPICDirectorshallcheckwiththeRumorControlCenterCoordinatorandmediamonitoringpersonneltodetermineiftheinformationbeingdistributedduringthepressbriefingsisbeingreportedcorrectly.AnydiscrepanciesshouldbediscussedwiththeJointPublicInformationTeamandaneffortshouldbemadetoclearupthesediscrepanciesatthenextpressbriefing.5.2ActionsoftheUtilit,Sokeserson5.2.1OncethedecisionhasbeenmadetoactivatetheJPICtheEmergencyNewsCenterManagerbecomestheUtilitySpokesperson.TheUtilitySpokesperson'sfirstactionshallbetoinstructtheJPICSet-upCoordinatortobeginsettinguptheJPIC.IftheincidentbeginsatalevelabovetheALERTclassification,theSet-UpCoordinatorwillreceivetheirinstructionsfromtheAdministrativeLogisticManager.IERPNo.3.01Page3-4Revision5 5.2.2TheUtilitySpokespersonshalldirecttheCookEnergyInformationCenterCoordinatortoarrangeforadditionalsecurityguardsfortheJPIC.5.2.3BeforeleavingtheCookEnergyInformationCentertheUtilitySpokespersonshalldirectanyNewsMediaRepresentativesremainingattheCentertoproceedtotheJPIC.AtapedmessageontheCenterphonesalsowilldirectmediatotheJPICandprovidestatusofthePlant.5.2.4UponarrivingattheJPICtheUtilitySpokespersonshallproceedtotheCommandCenter.5.2.5TheUtilitySpokesperson,inconjunctionwiththeJPICDirector,shalldetermineifitisnecessarytobriefthemediaand/orrespondtoanymediaquestionspriortothearrivalofState/Countyorotherrepresentatives.5.2.6TheUtilitySpokespersonshallworkwiththeTechnicalCommunicatorintheCommandCenter,keepingincontactwiththeTechnicalSupportCenterandEmergencyOperationsFacility,reviewingtelecopiedtechnicaldatasheets,etc.tokeepabreastoftheincidentandit'recovery.5.2.7TheUtilitySpokesperson,followingreviewofallinformation,shalldeterminethebestcourseofactionforcommunicatingdetailsontheincidenttothemedia/public.Technicaldata,plantactivity/actionshouldbesummarizedineasy-to-understandterminology.Otherinformationofinteresttothemedia/publicshouldbeobtained,i.e.employeestatus,evacuation,injuries,contaminations,etc.recoveryplans,etc.5.2.8TheUtilitySpokespersonshallworkwiththeBriefingStatementWritertohelpdeveloptheutilityportionofthemediastatement,toincludeinformationabouttheincident,presentactionsandplantconditions.5.2.9.TheUtility"SpokespersonwillbecomeamemberoftheJointPublicInformationTeam.ForadditionalinformationandalistofactionsoftheJointPublicInformationTeamseeSection5.11ofthisprocedure.5.3ActionsoftheJPICSet-UCoordinator5.3.1UponreceivingnotificationtoactivatetheJPIC,notifyoneoftheLakeMichiganCollegeMendelCenterPersonnelthatI&MwillbeusingtheirfacilitiesasaJPIC(seeIERP6.02,Attachment8,fornotificationnumbers).IERPNo.3.01Page3-5Revision5 thisroomunlessothersareonofficialbusinesswithmember(s)ofthemedia.5.3.4.8Additionalofficeequipmentsuchascopymachines,typewriters,etc..asrequiredintheset-uplayoutsheetsshallbeobtainedthroughlocalvendors,rentalagencies,etc.5.3.5TheSet-UpCoordinatorisresponsibleforarrangingformealsandrefreshmentsattheJPICthroughtheLakeMichiganCollegeFoodServices.Timing,location,etc.shouldbeatthedirectionoftheJPICDirector.5.3.6Followingcompletionoftheincident(ordrill/exercise)theSet-UpCoordinatorshallberesponsibleforremovingandstorageofallequipment.5.3.7TheSet-UpCoordinatorisalsoresponsibleformaintenanceoftheJPICequipmentandsuppliesasdetailedinSection5.14ofthisprocedure.5.4ActionsoftheRumorControlCenterCoordinatorPersonnel5.4.1UponarrivingattheJPIC,theRumorControlCenterCoordinatorshallreporttotheJPICDirectorforabriefingontheincident.AllotherRumorControlpersonnelshallreporttotheRumorControlArea(SeeIERP3.02,Attachment6)andbeginsettingupthematerialsneeded,i.e.logbooks,clericalsupplies,etc.5.4.2Afterthebriefing,theRumorControlCenterCoordinatorwillproceedtotheRumorControlCenterandbriefallpersonnelontheincident.5.4.3Eachindividualansweringcallsshallattempttohandletheminsuchamannerastorelayaccurateinformationtothecaller,correctmisinformationand/orobtainthecorrectinformationforthecaller.Inallcases,RumorControlpersonnelshallbepolite,courteousandprofessional)Ifaquestioncannotbeansweredimmediately,anattemptshallbemadetoobtaintheinformationand,ifpossible,toinformthecallerdirectlyorhavingtheinformationreleasedinthenextmediabriefing.5.4.F1Eachcallreceivedshallberecordedonthetelephonelogform(SeeIERP3.02,Attachment11)notingthetimeofthecall,personplacingthecall,phonenumber,questionsaskedorinformationrequested.IERPNo.3.01Page3-7Revision5
