3eProvideasummaryoftheevaluationperformedconcerningtheshippingcaskloadpathbetweentheunits.Thissummaryshouldincludeadiscussionofthemeansutilizedtoconfirmthatsafetyrelatedequipmentincludingpiping,components,andelectricconduitsthatarelocatedneartheloadpathandthosethatareburiedundertheloadpathwillnotbeadverselyaffectedwithregardtotheircapabilitytoperformtheirintendedsafetyfunctionsduringnormalspentfueltransferfromUnitItoUnit2andintheeventofanaccidentsuchascaskdrop.Also,provideanynecessarydrawingstoclarifyyourresponse.~ResenseTheevaluationconsideredaspentfueltrans-shipmentpathstartingattheUnitIcaskloadingareaandtravelingtotheUnit2caskloadingareaasindicatedinFigure3-l.Thispath,initsentirety,coincideswithaportionoftheintermodalcasktransporterpathpreviouslyevaluatedforeffectsuponundergroundstructuresandutilities.Thespentfueltrans-shipmentpathroadsurfaceispavedwithPortlandcementconcreteorasphalticconcrete.Thefuelelementstobetransportedwillutilizeaoneelementshippingcaskhavingamaximumweightof25tonswhenloadedwiththespentfuelassembly.Twotransportvehicleswereconsideredintheevaluation.WheelloadsforthetwovehiclesareshowninFigures3-Iand3-2.Thereactionsofthetwotransportvehicleswerecomparedtothemaximumreactionsoftheintermodalcasktransporterthatwaspreviouslyevaluated.Sincethereactionsoftheintermodalcasktransporteraregreaterthanthereactionforeitherofthetwotransportvehicles,theintermodalcasktransporterevaluationisconsideredtobeanenvelopingevaluation.Theeffectoftheintermodalcasktransporterwheelloads(andthusthespentfueltransporterwheelloads)ontheroadway,missileprotectionslabsandundergroundfacilities(i.e.,pipes,electricalconduit,manholesandcatchbasins)hasbeenanalyzed.Thepunchingshearoftheconcreteroadwayisacceptableforsurfaceareasofbothsingleanddualtirewheels.Eachsurfaceareawasalsoevaluatedformaximumsoilbearingcapacityandfoundtobeacceptable.Themaximumstressesanddeflectionsofthemissileprotectionslabs,undergroundpipesandconduitarewithintheallowablerange.Theultimatestrengthdesignofthemanholesandcatchbasinsusingtheappropriateloadcriteriawasreviewedandfoundtobeacceptable.Theroadwaywillbeinspectedforgeneraldeteriorationsothatitcanberepaired,ifnecessary,priortothetransportofspentfuel.Theshippingcaskwillbeadequatelysecuredtothetransportvehicle.Thepossibilityofacaskdrophasbeengreatlyminimizedbythefollowing:a.conservativedesignmarginsintheliftingcomponentsb.redundantbrakingsystemsforhoistsystemsc.periodictestsandinspectionsofthecranesEJW4/001/3 d.useofqualifiedcraneoperatorsandriggerse.theuseofapprovedoperatingandadministrativeproceduresRefertoFPLresponsetoQuestionNo.8foradiscussionofacaskdropaccidentinthecasklaydownareaofeitherunit.4.Providethedetailsofthespentfuelshippingcaskandverifythatitmeetstherequirementsof10CFRPart71.~ResonseForanytransferoffuelbetweenSt.LucieUnitsIand2priortocompletionofthererackoftheUnitIfuelstoragepool,thespecificcasktypewillbeeithertheModelNo.NAC-IortheModelNLI-I/2series.Pursuantto10CFR71.12,FPLwillregistertheNAC-IcaskwiththeNRCpriortoitsuse.TheNRChasissuedCertificateofComplianceNo.9183,RevisionNo.3datedNovember14,1984forthiscaskwhichstatesthattheNAC-Iisapprovedforuseunderthegenerallicenseprovisionsof10CFRPart71.12.TheNLI-I/2caskiscurrentlyregisteredforusebyFPL.TheNRChasissuedCertificateofComplianceNo.9010,RevisionNo.16,datedJanuary16,1986forthiscaskwhichstatesthattheNLI-I/2isapprovedforuseunderthegenerallicenseprovisionsof10CFRPart71.12.5.AccordingtothetechnicalspecificationforSt.LucieUnitI,thespentfuelstoragecaskcanbemovedintothespentfuelstoragepoolareawhenthespentfuelinthepoolhasagedmorethan1190or1490hours,dependingontheamountofspentfuelinthepool.Thetechnicalspecificationsalsoallownewspentfueltobemovedintothespentfuelstorageareaafterthereactorhasbeenshutdownfor72hours.However,thereisnobasisprovidedfortheminimumshutdowntimethatwouldberequiredifnewspentfuelweretransferredbyashippingcasktotheSt.LucieUnit2SFP.Therefore,provideananalysisfortheminimumshutdowntimethatwouldberequiredforapostulateddesignbasiscaskdropaccidentoccurringoutdoorsbetweenUnitsIand2andconfirmthattheresultingoff-sitedosesarelessthan10%ofthe10CFRPart100guidelinedosevalues.~ResonseSection9.1.4.3.eoftheUnitIFSARprovidesananalysisofthepotentialoffsitedoseresultingfromthedroppingofacaskcontainingtenspentfuelassembliesoutsidethefuelhandlingbuildingunderadversemeteorologicaldilutionconditions.Thisanalysisassumesnotonlytenassemblies,butalsoaminimumdecayof90days.BecausetheBatchAassemblieshavedecayedinexcessofeightyearsandonlyoneSFAwillbetransferredatatimeasdiscussedintheresponsetoQuestion2,theabovereferencedanalysisisbounding.Therefore,noadditionalanalysisisnecessary.EJW4/001/4
