~'vATTACHMENTGL88-05PROGRAMInresponsetoGenericLetter88-05St.LuciePlantisrevisingitsprogramfordealingwithReactorCoolantSystem(RCS)leaks.Currently,St.LucieperformsleakinspectionsaftertheRCShasbeenopenedformaintenanceorforrefueling.Thisprogramwillbeexpandedtoincludeinspectionsthatmaybedoneatpowerorafterreactortrips.AprocedurewillbewrittentoimplementtheseadditionalinspectionsandisexpectedtobeinplacebyJuly15,1988.Responsesfor,thespecificgenericletteritemsareasfollows:Theprogramshouldincludeadeterminationoftheprincipallocationswhere,leaksthataresmallerthantheallowabletechnicalspecificationlimitcancausedegradationoftheprimarypressureboundarybyboricacidcorrosion.Particularconsiderationshouldbegiventoidentifyingthoselocationswhereconditionsexistthatcouldcausehighconcentrationsofboricacidonpressureboundarysurfaces.ResponseITheprinciplelocationswhereleakagecoulddegradetheRCSpressureboundarywillbeidentified.Theselocationswillbeincludedinthenewprocedure.2~Theprogramshouldincludeproceduresforlocatingsmallcoolantleaks(i.e.,leakageratesatlessthantechnicalspecificationslimits).Itisimportanttoestablishthepotentialpathoftheleakingcoolantandthereactorpressureboundarycomponentsitislikelytocontact.Thisinformationisimportantindeterminingtheinteractionbetweentheleakingcoolantandreactorcoolantpressureboundarymaterials.ResponseTheprocedurewillincludeactionstobetakenintheeventofanindicationofanRCSleak(e.g.,sumplevel,flow,leakrate)inconjunctionwithanunexplainedincreaseincontainmentairborneactivity.Areassusceptibletoboricacidcorrosionwillbeidentified.EJW88-05.GL 3.Theprogramshouldincludemethodsforconductingexaminationsandperformingengineeringevaluationstoestablishtheimpactonthereactorcoolantpressureboundarywhenleakageislocated.Thisshouldincludeprocedurestopromptlygatherthenecessaryinformationforanengineeringevaluationbeforetheremovalofevidenceofleakage,suchasboricacidcrystalbuildup.ResponseAnexaminationmethodwillbeprovidedintheaboveprocedure.Itwillcontainthenecessaryrequirements(leakrates,temperatures,pressures,boricacidsamples,affectedequipment,etc.)forengineeringevaluations.Engineeringprocedurescurrentlyexistwhichprovideforevaluationsofnon-conformancessuchasthosewhichmightresultfromRCSleaks.4~Theprogramshouldincludecorrectiveactionstopreventrecurrencesofthistypeofcorrosion.Thisshouldincludeanymodificationstobeintroducedinthepresent.designoroperatingproceduresoftheplantthat(a)reducetheprobabilityofprimarycoolantleaksatthelocationswheretheymaycausecorrosiondamageand(b)entailtheuseofsuitablecorrosionresistantmaterialsortheapplicationofprotectivecoatings/cladding.ResponseCorrectiveactionsarecoveredundercurrentplantprocedures.Considerationofdesignchangeswillbedoneonacase-by-casebasis.EJW88-05.GL 4-~0r~)
