UPDATE D INSPECTION PLAN FOR ST. L UCIE P LANT UNITS 1 & 2 (Report 05000335/2021005 and 05000389/2021005)

Dear Mr. Coffey:

The enclosed inspection plan lists t he i nspections scheduled through June 30, 2023 for St.

Lucie Plant U nits 1 & 2. The NRC pr ovides t he i nspection plan to allow for t he r esolution of any scheduling conflicts and personnel ava ilability i ssues. Routine inspections per formed by resident i nspectors a re not i ncluded in the inspection plan. The i nspections l isted during the l ast twelve months of t he i nspection plan are tentative and may be r evised. The NRC w ill contact you as soon as possib le to discuss cha nges t o t he inspection plan shoul d circumstances warrant any ch anges.

In response t o the COVID-19 public heal th em ergency ( PHE), the N RC i s adj usting inspection plans and schedules i n order t o sa feguard the health and safety o f both NRC and licens ee staff while still effectively i mplementing the ROP. Each planned inspection is b eing carefully reviewed in order to determine if any por tions o f the inspection can be per formed remotely, determine how bes t to p erform on-site portions to m inimize pe rsonnel heal th risks, and adjust inspection schedules i f needed. This i s done i n accordance w ith guidance c ontained in t he February 1, 2021 memo, Calendar Y ear 2021 Inspecti on Guidance D uring COVID-19 Telework Restrictions ( ML21027A274). For i nspections r equiring extensive coo rdination with offsite organizations, suc h as e valuated emergency pr eparedness e xercises, NRC gui dance and frequently aske d ques tions f or se curity and em ergency pr eparedness c an be found here:

Similarly, t he N RC has deve loped guidance if f orce-on-force inspections cannot be completed as s cheduled due to an emergency, such as t he C OVID-19 PHE. These cha nges help ensure t he heal th and safety of bo th NRC and licensee staff while maintaining the N RCs important s afety and security mission during the COVID-19 PHE. The attached inspection plan i s accurate on the dat e of i ssuance bu t remains subject to change base d on approval o f potential exe mption r equests or ot her c hanges needed due to ch anging conditions i n the C OVID-19 P HE. NRC st aff will contact y our app ropriate regulatory af fairs st aff in order t o co ordinate i nspection planning and scheduling. The NRC will also be performing baseline inspections of licensee cyber security programs. The specific schedule and procedure to be used for these inspections is being developed by the NRC staff. The staff expects to communicate the schedule for these inspections to each utility separately.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
