1. INTRODUCTION

1.1 Background

The United States Nuclear Regulatory Commission (NRC) receives paper and electronic documents (from both the U.S. Postal Service and commercial delivery services) at several locations in NRC Headquarters and in each of the Regional offices. The volume and types of documents received vary at each location. As part of the Agencywide Documents Access and Management System (ADAMS), a Document Intake and Capture System converts paper documents received at the NRC into an electronic format. The electronic documents are stored in the appropriate ADAMS libraries and made available to authorized NRC staff.

The Document Processing Center (DPC) is the focal point for ADAMS entry of hard copy (paper) and soft copy (electronic) documents and related materials that originate inside and outside the Agency.

1.2 Objective

The objective of this document is to describe DPC functions and tasks related to preparing and processing documents and other materials for entry into an ADAMS library.

1.3 Scope

This document addresses activities of personnel working in the Headquarters Document Processing Center. It does not cover activities at Auxiliary Document Processing Centers, Regional Central Document Processing Centers, or local walk-up stations.

1.3.1 Identification

This document is accurate for Release 2.3 of ADAMS.

1.3.2 System Overview

As the NRCs new electronic record system, ADAMS reduces the need to maintain paper-based record collections. Developed at the request of the NRCs Office of the Chief Information Officer (OCIO) for use by NRC staff, ADAMS also allows the staff to search its electronic document repository, including the Legacy Library, from their workstations. The Legacy Library contains data records and microfilm addresses migrated from the Nuclear Documents System (NUDOCS).

The Official Agency Records (OARs) in ADAMS are stored in five electronic libraries. All NRC employees (end users) who have access to the NRC network have access to two of these: the Main Library and the Legacy Library. A smaller subset of end users, designated by an Office Director, has access to the three sensitive libraries.

The mission and function of the Headquarters Central DPC, under the control and guidance of the NRCs Information Management Division (IMD) of OCIO, is to capture internally-and externally-generated paper and electronic documents to become OARs in ADAMS. This

1-1 includes creating bit-map image files of documents, performing Optical Character Recognition (OCR), adding image and text files to ADAMS, creating the ADAMS document profile, and performing quality control functions on images. The DPC sends electronic notification of documents processed through ADAMS to the appropriate office or staff.

Before a document is added to ADAMS, a local W indows NT folder scheme is employed to manage documents during the scan and image inspection functions. This folder scheme acts as a set of manual work queues, keeping track of both the work in progress and the work completed. DPC personnel must be careful to follow the scheme for selecting documents from folders, moving them, and deleting them when they are finished with their work. This folder scheme provides a front-end assembly line operation in the DPC for putting documents into ADAMS.

1.4 Assumptions

It is assumed that all ADAMS DPC personnel have working knowledge of W indows NT and GroupW ise 5.5. It is also assumed that all DPC personnel can access a common network drive to pass processed documents along after completion of each step.
