SECTION C - DESCRIPTION/SPECIFICATIONS STATEMENT OF WORK (SOW)
C.1 Title of Project ACRS Audiovisual Modernization Project C.2
Background
The Advisory Committee on Reactor Safequards (ACRS) provides the U.S. Nuclear Regulatory Commission (NRC) independent reviews of, and advice on, the safety and proposed and existing nuclear reactor facilities and the adequacy of proposed nuclear safety standards. The ACRS holds meetings and provides advice with regards to safety of nuclear facilities prioritization and resolution of generic safety issues in support of the NRCs Commission office, and the development of risk informed regulation. In addition, the ACRS provides support for building and maintaining public trust in the NRC by involving general public in the ACRS process of reviewing nuclear power safety and safequards issues.
C.3 Objective The audiovisual (AV) equipment in the ACRS Conference Rooms (used for technical meetings with external stakeholders) was last upgraded in FY2009. The majority of the AV components are analog and are currently at the end of their operating life and are no longer supported by industry. So, the equipment needs to be replaced.
Three (3) rooms must receive new AV equipment. The rooms designated to receive new equipment are:
TWFN 2D10 (Large Conference room), new AV equipment required TWFN 2D30 (Large Conference room), new AV equipment required TWFN 2D20 (Control Booth), new AV equipment required Three (3) rooms AV system must be deinstalled. The rooms designated for uninstallation are:
TWFN 2D10, uninstallation and removal of old AV equipment TWFN 2D30, uninstallation and removal of old AV equipment TWFN 2D20, uninstallation and removal of old AV equipment The Contractor shall ensure that one conference room remains fully functional at all times.
C.4 Scope of Work/Tasks The Contractor shall provide all resources (personnel, equipment, and material) necessary to accomplish the tasks and deliverables described in this Statement of Work (SOW).
The Contractor shall coordinate with the COR to obtain and return temporary badges.
While on duty at the NRC, the Contractor shall always wear their NRC-furnished security badge at all times, in a visible location, and abide by NRCs policy regarding badges.
TASK 1: Site Survey and Analysis of Existing Systems The Contractor shall conduct a thorough analysis of the existing AV systems. This analysis must include operational testing and verification of system functionality.
TASK 2: Project Schedule The Contractor shall produce a Project Schedule that outlines all milestones and tasks within the project/contract.
TASK 3: Design Plan The Contractor shall produce a design plan that outlines new equipment recommendations. This design plan shall include a functional description of equipment to be installed, as well as a functional description of all new recommended equipment.
Upon acceptance of the design plan by the COR, the Contractor shall implement the plan accordingly.
TASK 4: Purchase New Equipment Upon review and validation of the design plan by the COR, the Contractor shall purchase the equipment as specified in the approved design plan.
TASK 5: Uninstallation of ACRS Rooms Audiovisual Systems in TWFN The Contractor shall uninstall the existing AV equipment, per COR-approved project schedule/design plan, in the locations identified in section C.3. This equipment shall be uninstalled in a manner that will not damage the equipment.
TASK 6: Installation of New Equipment in ACRS Rooms
The Contractor shall install and integrate the new AV components. The Contractor shall configure and program the new equipment to ensure all components are functional, as designed.
The Contractor shall identify and report any defective equipment. The Contractor shall recommend solutions and/or replacement equipment. Replacement equipment shall be reviewed and approved by the COR, to be purchased by the Contractor under the time and materials CLIN of the contract.
The COR shall contact OCIO to test and integrate equipment that needs connecting to the network.
TASK 7: System Certification Upon completion of installation, integration, and programming, the Contractor and the ACRS conference room operators shall conduct thorough operational tests to ensure the system functions as designed.
TASK 8: System Training The Contractor shall conduct training with the COR whoever else the COR designates to demonstrate system functionality and operability. The Contractor shall provide up to 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> of training, in an NRC setting that will accommodate up to 10 individuals designated by NRC.
TASK 9: Program Files, Source Code, Warranty Information Upon system certification and system training, the Contractor shall provide all of the system program files, source codes, warranty information (as applicable) and as-built system drawings to the COR.
Task 10: Post-Deployment and Maintenance Support The Contractor shall provide as-needed post-deployment support to troubleshoot and correct any discrepancies within the configuration of the system. The Contractor will also facilitate minor upgrades to the system and purchases that fall outside the scoop of the Maintenance CLIN, these CLINs include material purchases not-to-exceed $10,000 and Labor not-to-exceed $10,000 starting with Option Period 2. The Contractor will provide an estimate for additional equipment and labor, which will require approval, prior to services rendered.
Provide promote, onsite service with unlimited telephone support. Assure response time to NRC request are within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> or less of the NRCs request, Monday through Saturday. Response time shall typically fall between the business hours: 7:00 a.m. to 6:00 p.m. Eastern Standard Time. In emergent system failure, the Contractor will provide an immediate response.
