SUMMARY

At 05:28 CDT, two security officers identified an uncrewed aerial system (UAS) with red and green lights flying above the protected area (PA) near the north perimeter. The UAS was flying in a northerly direction and exited the PA, flew over the switchyard, and continued towards Route 54. The UAS remained outside the plant air space and did not reenter. The entire observable flight lasted for 1-2 minutes.

SUMMARY

A UAS was identified traveling across Clinton Lake inside of the buoys towards the owner controlled area (OCA). The UAS was seen with red and white running lights and traveling towards Route 54 and flying away from the plant. At no point was the UAS observed within the PA. The UAS did not return to plant OCA space.

SUMMARY

A UASUAS was observed flying over the facility from north to south in the OCA. The UAS was identified as white in color and had four rotor blades with no visible lights on. The UAS flew south over the range building around 3-4 miles per hour (mph). When spotted, it traveled south away from the property at around 15 mph with no other sightings from the licensee security organization or local law enforcement. The duration of the event was less than 1 minute.

SUMMARY

At 18:18 EST on February 4, 2024, site security observed a UAS fly over the PA. The flight lasted 3-5 minutes. The UAS had four lights and was 1-3 feet wide.

On February 2, 2024, at 13:25 CST, a UAS was observed flying over the OCA from the north to the south.

The UAS had a black frame with flashing green and red lights. It hovered over the OCA in the vicinity of the weapon range for less than 1 minute before departing the OCA to the south.

SUMMARY

A plant employee identified the presence of a UAS flying near the intake structure. The UAS remained in the area for approximately 2 minutes and then left without further incident.

On February 1, 2024, at approximately 18:45 CST a UAS was spotted flying over the PA approximately 100 yards in the air north to south over the site east trackway.

At approximately 18:22 EST, a security officer on rounds identified a UAS flying overtop the turbine building in the PA. The UAS headed north to south over the PA and kept a constant speed. The UAS appeared to be multi-rotor flying 100 feet above the building with red/green flashing lights. At approximately 19:00 and 19:09, two separate security officers identified two separate UASs operating in the OCA in proximity of the switchyard. One of these UASs had white lights with a blinking center light. UAS activity ceased by 19:15. The UASs never hovered or attempted to land from what was observed.

SUMMARY

On November 10,2023, at approximately 18:10 EST, a UAS was observed flying in the OCA to the east of the plant. The UAS was observed at approximately 200 feet in the air, moving approximately 5 mph towards the north of the plant when it exited the area and line of sight. At approximately 18:45, the UAS was spotted again southeast of the plant at approximately 350 feet. At 19:58, there were no more sightings of the UAS.

The licensee experienced UAS flyovers for six consecutive nights beginning October 10, 2.023, and ending October 15, 2023 (last flyover).

SUMMARY

At about 23:25 CDT on August 1, 2023, a UAS flew over the facilitys PA from the south heading north. The flight path appeared to travel over the primary access point over the Unit 1 and Unit 2 Turbine Buildings and then over the alternate access point. The UAS then flew out over the Comanche Creek reservoir. The frame resembled a triangle with three engines, but no other markings were distinguishable. The fly over occurred at approximately 300 to 500 feet and lasted 2 minutes.

At 03:50 CDT on August 1, 2023, a UAS was identified on the southeast side of the property in the OCA and flew in a straight line north through the security owner controlled area and PA (between the reactor buildings and the switchyard). The UAS then exited the property on the north side of the OCA. The duration of the flight was 15-20 seconds.

At approximately 10:44 EDT, security was aware of two UASs flying over the OCA near the station training building. A security officer identified the UASs over the OCA. The UASs hovered over the station training area approximately 25 feet above the tree line. At approximately 10:46, the UASs flew over the tree line toward the lake and left the area.

On July 19, 2023 at 18:10 [CDT] during a routine outdoor patrol, a small, black, prop UAS was noted flying 50-60 feet above the west side of the Zion ISFSI's OCA. The UAS then moved east over the general area of the sites dry cask storage cannisters for approximately 5 seconds and then flew west into the wooded area offsite. The entire encounter lasted approximately 30 seconds. At 18:53 local law enforcement contacted the ISFSI mentioning they believed the UAS to be coming from the State Park but had no specific information to that end. State Park personnel conducted a search of the park grounds. They were not able to identify anyone in possession of a UAS or the UAS in flight.

SUMMARY

On August 30, 2023, at approximately 13:41, site facilities department notified security that a small UAS had been located disabled and lodged in a tree just over the line of the owner control area on the Cook plant property side. The UAS was turned over to the security department. Security notified Berrien County local law enforcement and they took possession of the UAS. The UAS model was a Ranger EXO.

Security officers spotted a UAS over the PA. The UAS flew at an altitude around 200 ft from the southwest to the northeast. Total time over the PA was less than 2 minutes. Due to the short duration of the flyover, the only observable characteristic of the UAS was flashing red lights.

SUMMARY

At 22:40 EDT on July 3, 2023, security noticed a UAS fly over the PA for a few minutes. The UAS did not stop and continued from east to west over the PA.
