Good morning, Please find below analysis from the DOE/NNSA Ukraine Task Force related to nuclear safety risks resulting from damage to the Kakhovka Dam.

  • The damage to the Kakhovka Dam creates significant humanitarian risks and jeopardizes the long-term operation of Zaporizhzhia Nuclear Power Plant (ZNPP) even if the Ukrainians are able to regain control, however, there is no immediate risk to nuclear safety from the lowering water levels.
  • The biggest risk to nuclear safety continues to be the single off-site power supply to ZNPP.

Nuclear safety analysis

  • Impacts from damage to the Kakhovka Dam have been assessed previously, by Ukraine in 2011 as part of the post-Fukushima 'stress tests' and by the U.S. using Department of Homeland Security (DHS) dam safety modeling software. The Ukrainian analysis was published publicly and is referenced by many media sources.
  • The U.S. Energy Attache at Embassy Kyiv has been in contract with Energoatom (the plant operator), the nuclear regulator, the Ministry of Energy, and the Armed Forces of Ukraine, all of which report long-term operational issues but no immediate safety concerns.
  • IAEA Director General Grossi provided remarks during the ongoing Board of Governors meeting, stating, "our current assessment is that there is no immediate risk to the safety of the planl." The State Department repo11s that in addition to his published remarks, he added, ' I've been warning about the danger of increased military activity in the region for months and today here we are.' DG Grossi reiterated his plan to travel to ZNPP next week.
  • If the water level in the public reservoir lowers below intake levels and cannot feed the cooling pond/spray ponds, alternate sources of makeup water will be needed (to replace losses from evaporation, small leaks, etc.)
  • U.S., Ukraine, and IAEA analyses arc consistent that the current water available is enough for approximately 4-6 weeks before alternate water sources may be needed.
