3) Uhrig to Eisenhut letter, L-82-408, dated Sept. 21, 1982 The St. Lucie Unit No. 2 Operating License -(NPF-16) Attachment 1, " Items To Be Completed Prior to Exceeding 57. Rated Power", requires that Bulletin 79-02 be complete to the satisfaction of Region II. In order to close out this license condition . Florida Power & Light Company (FPL), via this letter, is submitting our final response to this bulletin.

FPL previously reviewed and responded to this bulletin in the referenced letters. This correspondence stated that the overall philosophy at St.

Lucie Unit No. 2 was to avoid the use of concrete expansion anchors through the design effort. However, due to design restraints, it was occasionally necessary to use expansion anchors on Category I restraints / hangers. FPL employed stringent design criteria when expansion anchors were used. In addition, a systematic Quality Control program was implemented to ensure proper installation and testing. All safety-related expansion anchors installed to date have been inspected to the criteria of Bulletin 79-02.

It should be noted that continuing construction efforts, although limited, will continue until 57. power (i.e., Appendix "R" work, etc.). If in this effort expansion anchors are used, the present program will be employed. For future plant changes to the operating plant, FPL implemented a process called a Plant Change / Modification (PC/M) procedure which ensures that any future change to expansion anchors will use the criteria .

outlined in Bulletin 79-02.
