Higeins Field Weld Records (k ntlemen; In the letter of March 19, 1991 [ Reference (c)] the NRC requested that New Hampshire Yankee " .. conclusively show whether the code required radiographs and RIRs (Radiographic inspection Reports) were fully processed and retained for Pullman Higgins field welds..

  • Specifically, the NRC requested New Hampshire Yankee to accomplish the f ollowing:
1. Re-review the Seabrook as built isometric drawings and identify all Pullman-Higgins field welds for which radiography was a requirement established by code (e.g., AS M E, B31.1).
2. Determine whether New Hampshire Yankee has the required radiographs and ,

RIRs for all welds identified by the abuse review, and whether these records I attest to independent Yankee Atomic Electric Company determination of ac ce pt abilit y. li they do not, please explain why not.  ;

Mt.rtin, Regional Administrator Page two 3 During the above r eview and determination, if any additional incomplete records are noted, assess the indisidual and generic causes and safety implications, and take appropriate compensatory and/or corrective actions.

4 4 Report the results of this effort to the NRC within about one week of its completion, retaining auditable records of the effort on site for reference.

In our March 25, 1991 response (Reference (d)) to this request New Hampshire Yankee agreed to perform this records re verification effort. Subsequent to this letter New Hampshire Yankee formally briefed the NRC at a transcribed meeting on April 10,1991 in your Rockville, Maryland offices. Pursuant to this request and in accordance with the extension granted by Reference (f), New Hampshire Yankee has prepared a Program Description for the Pullman Higgins Field Weld Records Re Verification. New Hampshire Yankee is currently proceeding to reverify the welds records as requested in your March 19, 1991 letter.
