Docket Nos. 50-361 and 50-362 Proposed Technical Specification Change No. NPF-10/15-418 Component Cooling Water Safety Related Makeup System San Onofre Nuclear Generating Station Units 2 and 3 Provided as an enclosure to this letter are Amendment Application Numbers 123 and 107 to Facility Operating License Numbers NPF-10 and NPF-15 for San Onofre Units 2 and 3. respectively. The Amendment Applications are comprised of proposed Technical Specification Change NPF-10/15-418 (PCN-418). PCN-418 is a request to include a new Technical Specification, (TS) 3/4.7.3.1 " Component Cooling Water Safety Related Makeup System", and its associated Bases, in the San Onofre Units 2 and 3 Technical Specifications.

As a result of a review-of the Component Cooling Water System-(CCWS) following-a Safety System functional Inspection (SSFI) performed by the NRC in 1988, the ,

Southern California Edison (SCE) Company committed to provide a safety related Seismic Category I source of emergency makeup water for the CCWS. In accordance with this commitment, a safety related seismically qualified source of makeup for CCWS will be installed during the Units 2 and 3 Cycle 7 refueling outages. PCN-418 provides Technical Specifications consistent with the new design. Therefore, it is requested that this TS become effective following return to service from the Units 2 and 3 Cycle 7 outages. In order-to provide as much time for NRC review as possible, this License Amendment Request is being submitted based on the preliminary design change to implement -

this system. While we do not expect any changes to the design which would

-impact the License Amendment Request, we will promptly advise you-if any such changes are required.-

On a related matter, an associated change on Component Cooling Water backup nitrogen will- be submitted in early 1993.
