June 8, 2022 LICENSEE: Constellation Energy Generation, LLC FACILITY: Calvert Cliffs Nuclear Plant, Units 1 and 2

SUMMARY

OF MAY 10, 2022, PRE-APPLICATION MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND CONSTELLATION ENERGY GENERATION, LLC, REGARDING A PROPOSED LICENSE AMENDMENT REQUEST FOR CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 AND 2 On May 10, 2022, an observation meeting was held between the staff of the U.S. Nuclear Regulatory Commission (NRC) and Constellation Energy Generation LLC (the licensee), via the Microsoft Teams meeting application. The purpose for this pre-application meeting was for the licensee to discuss a proposed license amendment request (LAR) to modify technical specification (TS) 3.1.4, Control Element Assembly (CEA) Alignment for Calvert Cliffs Nuclear Power Plant (Calvert Cliffs), Units 1 and 2. A portion of the meeting was closed to the public due to some of the information being proprietary in nature.

The meeting was published on the NRCs public web page on April 27, 2022 (Agencywide Documents Access Management System (ADAMS) Accession No. ML22117A226). Handout materials were provided (ML22124A149 and ML22124A148).

Summary The licensee presented its plans to submit a LAR that would modify TS 3.1.4 to operate at less than 60 percent power after 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> at full operation with a dropped CEA within the core and to restore the CEA within 7 days for Calvert Cliffs. Specifically, the presentation included details on the current TS 3.1.4 and the proposed changes to the TS, the engineering modifications to support the proposed LAR, the submittal schedule, and the Framatome analysis supporting the proposed LAR. The Framatome analysis discussion was closed to the public because it contained proprietary information. The NRC staff asked questions to further understand the licensees proposed LAR and the possible linkage of this proposed LAR to other LARs. The licensee indicated that the proposed TS 3.1.4 LAR is not linked to any other LAR.

There were no final determinations or regulatory decisions made by the NRC staff during the meeting.
