OF JANUARY 10, 2022, CLOSED MEETING WITH EXELON GENERATION COMPANY, LLC RE: PROPOSED RELIEF REQUEST FOR ALTERNATIVE REPAIR OF BURIED SALTWATER PIPING WITH CARBON FIBER REINFORCED POLYMER COMPOSITE SYSTEM (EPID L-2021-LRM-0122)

On January 10, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with representatives from Exelon Generation Company, LLC (Exelon, the licensee).

The purpose of the meeting was to discuss the licensees plans to submit a relief request for repair of buried saltwater piping using a carbon fiber reinforced polymer (CFRP) composite system. The meeting notice and agenda, dated December 21, 2021, are available in Agencywide Documents Access and Management System (ADAMS) under Accession No. ML21356A571. The non-proprietary version of the licensees presentation slides is available at ADAMS Accession No. ML22013A394. Enclosure 1 to this summary contains a list of attendees. The meeting was closed to the public due to the discussion of proprietary information. On February 1, 2022 (ADAMS Accession No. ML22032A333), Exelon Generation Company, LLC was renamed Constellation Energy Generation, LLC.

During the meeting, Exelon presented the basis, intended system application, precedent analysis from installation at other nuclear plants, and planned schedule for the relief request.

During discussion on the planned relief request, the NRC staff provided the feedback below.

Include a brief description of why the repair is needed and the applicable American Society of Mechanical Engineers Code criteria in the application.

Clearly identify and disposition any departures from precedent, including that this is the first application of this composite system to safety-related cast and ductile iron piping.

Itemize the planned inspections for and explain the bonding procedures at the terminal end zones.

Clarify the maximum temperature of the saltwater piping, and whether it is a maximum normal operating temperature, or a temperature assumed in a design basis accident.

The operating experience portion of the application should address the non-conformances identified at another operating nuclear plant due to the disbondment of a CFRP system in a non-safety related application.

Describe the purpose of the dielectric barrier, where it is used in the installation, and the instances (where and why) it would not be used.

There were no regulatory decisions made at this meeting. The NRC staff indicated that the planned submittal and requested review schedule is shorter than a standard review schedule (one year), and that the NRC staff would evaluate its ability to accommodate this schedule as part of the acceptance review once the request had been submitted.
