SUMMARY

OF JUNE 14, 2018, MEETING WITH EXELON GENERATION COMPANY, LLC, ON PLANNED SUBMITTAL OF LICENSE AMENDMENTS CONCERNING ALTERNATING CURRENT SOURCES AND CONTROL ROOM EMERGENCY VENTILATION SYSTEM (EPID L-2018-LRM-0038)

On June 14, 2018, a Category1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was to discuss proposed license amendment requests (LARs; submittal) associated with alternating current sources and control room emergency ventilation system at Calvert Cliffs Nuclear Power Plant, Units 1 and 2 (Calvert Cliffs). The meeting notice and agenda, dated June 4, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18155A190. The presentation material used by the licensee is available in ADAMS at Accession No. ML18190A392. A list of attendees is provided in Enclosure 1.

During their presentation, the Exelon representatives stated that the licensee planned to submit in late July 2018 LARs to temporarily (i.e., one-time) change completion times (also known as allowed outage time or AOT) in the Calvert Cliffs Technical Specifications. Specifically, the licensee plans to propose to change the completion times (1) for one inoperable offsite circuit from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 14 days and (2) to declare the control room emergency ventilation system (CREVS) and control room emergency temperature control system (CRETS) train supported by the inoperable offsite circuit inoperable from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 14 days. The temporary change to the two completion times would be applicable during the 2019 and 2020 refueling outages for Calvert Cliffs, Units 2 and 1, respectively. The temporary change to the two completion times is needed to support tying a newly installed third "swing" transformer to the 5000kV electrical buses and 13kV distribution system for both units.

The Exelon representatives provided a description of the project to install the third "swing" transformer, the electrical distribution, the emergency diesel generators (EDGs), the power sources for station blackout (SBO), the CREVS, and the CRETS in order to provide context for the planned submittal. With regards to the proposed temporary change associated with an inoperable offsite circuit, the licensee stated that the submittal would be consistent with regulatory guidance provided in Branch Technical Position (BTP) 8-8, "Onsite (Emergency Diesel Generators) and Offsite Power Sources Allowed Outage Time Extensions," dated February 2012 (ADAMS Accession No. ML113640138). During the meeting, the licensee discussed how the planned submittal would satisfy the criteria in BTP 8-8. Regarding the proposed temporary change associated with the CREVS and CRETS, the licensee discussed the impact analyses supporting the proposed change.

The NRC staff informed the licensee that:

  • The submittal needs to include a discussion of any derating of the OC EOG concerning the manufacturer's described loads.
  • The submittal needs to include a listing of loss of offsite power loads.
  • The submittal needs to describe whether the loads on the supplemental source(s) are sequenced on or lumped (i.e., block) loaded.
  • The submittal needs to discuss whether the supplemental source(s) will be or will not be available within the station blackout coping time.
  • The submittal needs to include a discussion of capacity of and needed support for supplemental source(s) (e.g., fuel for Flex diesel generator).
  • The SBO diesel generator cannot be credited as a supplemental source for a dual unit site because the operating unit needs to meet the requirements in Section 50.63 of Title 1O of the Code of Federal Regulations unless the SBO generator can support all required loads of the operating unit and the shutdown unit.

Additionally, the NRC staff suggested:

  • The licensee, in the submittal, should clearly identify the changes associated with the third "swing" transformer project that need NRC approval and the changes that do not need prior NRC approval.
  • The licensee, in the submittal, should include a list of systems shared between Units 1 and 2.
  • The licensee, in the submittal, should include or list drawings that show the safety loads on the buses in the 4.16 kV distribution system.
  • If the licensee requests a change that would change the completion time beyond 14 days, the licensee should consider making a risk-informed license amendment request.
