SUMMARY

OF JULY 13, 2021, MEETING WITH EXELON GENERATION COMPANY, LLC CONCERNING LICENSE AMENDMENT REQUEST FOR CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 AND 2, SPENT FUEL POOL COOLING DESIGN BASIS CHANGE (L-2021-LLA-0112)

On July 13, 2021, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was to discuss proposed changes to the design basis for spent fuel pool cooling at Calvert Cliffs Nuclear Power Plant, Units 1 and 2 (Calvert Cliffs),

including supporting justifications for the changes in the license amendment request (LAR) noted below. The meeting notice and agenda, dated July 1, 2021, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21194A142. A list of attendees is provided as an enclosure to this summary. The meeting handout used by the NRC staff during the meeting is available in ADAMS at Accession No. ML21194A063.

On June 14, 2021, the licensee submitted a LAR (ADAMS Accession No. ML21165A406) to the NRC that proposed to:

Change which systems will be relied on to cool the spent fuel pool.

Change the methodology used to assess heat removal capability in the spent fuel pool.

Increase the maximum temperature of the spent fuel pool to 150 degrees Fahrenheit.

Add a new section to the Calvert Cliffs Technical Requirements Manual for full core offload.

The NRC staff requested this meeting to gain a better understanding of the proposed changes that Exelon is requesting prior NRC approval, the justification supporting the proposed changes, and the planned operation of the spent fuel pool (including, movement of spent fuel). In response to NRC staff questions about the proposed change on alternate source term analysis assumptions, the licensee informed the NRC staff that the three days minimum time for removal of spent fuel from the core would remain unchanged. The NRC staff and the licensee discussed whether the calculations referenced by the licensee in its request were bounding calculations.

The NRC staff and the licensee discussed how variation in ultimate heat sink and service water temperatures were accounted for in proposed new methodology.

NRC staff and the licensee discussed each of the proposed changes from the LAR, which were listed in the meeting handout. In response to NRC staff questions, the licensee identified several proposed changes that it did not intend to ask for NRC review and approval, because

prior NRC approval is not required. The NRC staff informed Exelon that it appears that some of the changes requested in the LAR, do not have clear justification included in the LAR. The licensee stated it would provide a supplement to the NRC that would clarify its amendment request.1 Members of the public were not in attendance. Public Meeting Feedback forms were not received.
