SUMMARY

OF APRIL 27, 2022, MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND CONSTELLATION ENERGY GENERATION, LLC, REGARDING PROPOSED ALTERNATIVE FOR EXAMINATIONS OF CERTAIN PRESSURIZER WELDS AT CALVERT CLIFFS (EPID L-2021-LLR-0037)

On April 27, 2022, an observation meeting was held between the staff of the U.S. Nuclear Regulatory Commission (NRC) and Constellation Energy Generation LLC (Constellation, the licensee), via the Microsoft TEAMS meeting application. By email dated April 1, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22091A239), the NRC issued a request for additional information associated with Constellation's proposed alternative that would allow the licensee to forego the American Society of Mechanical Engineers (ASME) Code, Section XI-required examinations of various pressurizer welds through the end of the operating license at Calvert Cliffs Nuclear Plant (Calvert Cliffs). The purpose for this meeting was for the licensee to discuss its proposed response to the NRC staff's request for additional information issued on April 1, 2022.

Summary The licensee explained its plans for responding to the NRCs request for additional information issued on April 1, 2022. Specifically, the licensee indicated that the Calvert Cliffs proposed alternative is more conservative than previous approvals of similar applications. For example, the licensee noted that no additional performance monitoring will be performed for the remainder of the current extended operating license for Calvert Cliffs. The licensee referenced previous approvals that established performance monitoring of welds be completed in a time such that no more than 20 years elapses between the performance of an ASME Section XI examination. The licensee noted that the time between the last ASME Section XI examination and the end of the current operating license for Calvert Cliffs does not exceed 18.5 years. The NRC staff asked questions to further understand the licensees proposed response and noted that the performance monitoring program would be revisited if subsequent license renewal is requested for Calvert Cliffs.

There were no final determinations or regulatory decisions made by the NRC staff during the meeting.
