Dear Ms. Chen:

This letter formally separates the proposed reorganization of the HI-STORM FW CoC (also referred to as the Graded Approach) changes submitted as part of LAR-7 into a new LAR-9. This separation of the technical changes and the proposed reorganization originally proposed together in LAR-7 is done in an effort to allow the NRC staff to prioritize work as resources are redistributed.

The proposed reorganization was originally submitted in Reference [1]. On June 27, 2021, a public meeting was held between the NRC and Holtec to discuss the NRC staffs feedback related to the CoC changes proposed in the application for HI-STORM 100 Amendment 16 following the process developed and described in RIRP-I-16-01 (ML17138A119). In this meeting the NRC staff provided feedback and requested additional information on the proposed 100 CoC changes. Holtec applied the same feedback to the proposed FW CoC changes and subsequently the proposed reorganization was updated in Attachments 11 through 17 of Reference [2].

Holtec requests that HI-STORM FW Amendment 7 be available for use by late-Summer/early-Fall of 2023. As this letter is the initiation of a separate LAR-9, Holtec requests that the HI-STORM FW Amendment 9 be available for use by early 2024.
