SUMMARY

OF NOVEMBER 17, 2021, MEETING WITH EXELON GENERATION COMPANY, LLC, RELATED TO A FUTURE LICENSE AMENDMENT TO REMOVE LICENSE CONDITION 2.C.(12)(d)

On October 19, 2021, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the meeting was for Exelon to provide information about an amendment planned for submittal by December 31, 2021, for Braidwood Station, Unit 2 (Braidwood). The amendment would remove license condition 2.C.(12)(d) related to repair of reactor pressure vessel (RPV) stud hole No. 35. The meeting notice and agenda, dated October 26, 2021, are available in ADAMS at Accession No. ML21320A241. A list of attendees is provided as Enclosure 1.

The licensee presented background information regarding RPV stud No. 35. RPV stud No. 35 became stuck during the second Braidwood, Unit 2, refueling outage in 1991. Because the protruding portion of RPV stud 35 was an obstacle during refueling outage activities, an evaluation was developed that demonstrated that the Braidwood, Unit 2, RPV could be placed in service with stud 35 not tensioned. Based on the evaluation, RPV stud 35 was removed and Braidwood, Unit 2, started up from the refueling outage with 53 of 54 studs tensioned. A subsequent repair plan was abandoned after vendor equipment malfunctioned. During the license renewal for Braidwood, Unit 2, the NRC proposed incorporating license condition 2.C.(12)(d) into the license.

WCAP-16143, Revision 1, Reactor Vessel Closure Head/Vessel Flange Requirements Evaluation for Byron/Braidwood Units 1 and 2, for the pressure temperature limits curves addresses the effect of both the originally designed 54 RPV head stud configuration and the 53 RPV head stud configuration for all Braidwood and Byron units. By amendments dated October 28, 2015 (ADAMS Accession No. ML15232A441), the NRC approved the use of WCAP-16143, Revision 1, for all Braidwood and Byron Units. The NRC staff queried the licensee on the technical specifications requirements for RPV stud tensioning. The licensee explained that the technical specifications had been changed during a previous amendment [the October 28, 2015, amendment] to allow less than 54 RPV stud tensioned.
