RELIEF REQUEST FROM THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS BOILER AND PRESSURE VESSEL CODE (ASME CODE)

REQUIREMENTS TO USE PERFORMANCE DEMONSTRATION INITIATIVE PROGRAM . REACTOR PRESSURE SECOND TEN YEAR INSERVICE INSPECTION INTERVAL CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NCS.1 AND 2 (TAC NOS. M99819 AND M99820)

Dear Mr. Crust:

The NRC staff has reviewed the Baltimore Gas and Electric Cornpany's submittal of October 14,1997. The licensee proposed an attemative Article to the ASME Code Section XI requirement 1WA 2232 to use Performance Demonstration Initiative Program during the reactor pressure vessel second ten year inservice inspection interval. The licensee requested relief based on 10 CFR 50.55(a)(3)(i).

The staff reviewed the subject request for relief and concluded that the use of the alternative method is authorlied for requested interval pursuant to 10 CFR 50.55(a)(3)(i) since it provides an acceptable level of quality and safety. A copy of our Safety Evaluation is enclosed.
