REQUEST FOR RELIEF FROM ASME SECTION XI MILLSTONE NUCLEAR POWER STATION, UNIT NO. 3 (TAC NO. MA0513)

Dear Mr. Bowling:

By for Millstone Unit 3.Approval Requested to Support Mode 4 Operations Scheduled for Jan 1998|letter dated January 8,1998]], the Northeast Nuclear Energy Company (licensee) submitted a request for relief from the requirements of 10 CFR 50.55a(f) for perforrid ag the required inservice testing of certain Class 2 components in accordance with the American Society of Mechanical Engineers Boller and Pressure Vessel Code Section XI for Millstone Unit 3.

The staff concludes that pursuant to 10 CFR 50.55a(s)(3)(ii), the proposed altemative described in the enclosed safety evaluation may b6 authorized in that compliance with the specified requirements of this section would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.
