MEMORANDUM AND ORDER We have decided to hear oral argument on Friday, April 24, 1987 in Bethesda, Maryland, on both (1) the joint motion of several intervenors seeking directed certification of the Licensing Board's March 20, 1987 memorandum and order in the offsite emergency planning phase of this operating license proceeding involving the Seabrook nuclear facility; and (2) the application of the Attorney General of Massachusetts for a stay pending appeal of the Licensing Board's March 25, 1987 partial initial decision in the.onsite emergency planning and safety issues phase of the proceeding. As noted in our April 3, 1987 memorandum and order, all responses to the directed certification motion will have been filed and served on or before April 16 and, therefore, should be in the hands of all recipients no later than April

April 20. See 10 CFR 2.788 (d) ; 2.710. Where necessary to ensure that those responses are received no later than April 21, tiling and service shall. be by express mail . cur some comparable expedited delivery service.

A formal argument order will be issued at a later-date.* For planning purposes, counsel intending to participate in the_ argument on the directed certification motion and/or the stay application should_ assume that the argument might start as early as 9:30 a.m. and is likely to carry over into the afternoon.
