ORDER In its, December 30, 1988 decision regarding the New Hampshire Radiological Emergency Response Plan (NHRERP) for the I Seabrook. Station, the Licensing Board adopted an applicant-sponsored' mathematical model for determining the evacuee load for .

2 Performing these calculations, the Licensing Board finds, results in an evacuee load of 9667 evacuees arriving at the-reception and L

decontamination' centers at Manchester, 6829 evacuees at Rochester, 9621 evacuees at Dover, and 6416 evacuees at Salem.2 Although these load figures are relevant to severalHof the issucs raised by interveners in their appeals from the Licensing Board's decision, we are unable.to ascertain from the text of the

. Licensing Board's decision or the supporting record citations exactly how they were derived.3 Accordingly, by Eeotember 8, 1989, applicants shall submit to this Board and serve upon the other parties a filing setting forth the numerical population figures for the PP, SFP, and TDP values used in the aforementioned mathematical model to obtain the evacuee load for each of the host communities. The applicants should provide

citations to the portions of the record from which these population figures are gleaned. They also should describe any calculations or assumptions that are necessary.to arrive at these figures. In addition, applicants should provide the population figures (with record citations) and calculations that support the I
