On May 22,1989--two days before the expiration of the Commission's-l 4

housekeeping stay to enable the United States Court of Appeals for the District' of Columbia Circuit t aule on stay-motions before it l--the Attorney General of the Commonwealth of Massachusetts on his own behalf and on behalf of Seacoast Anti-Pollution Leaoue, the New England Coalition Against Nuclear ?ollution and the Town of Hampton (together the

" Interveners") moved the Commission for " reconsideration of CLI-89-08" and renewed Interveners' request for a stay,. But what is sought is not reconsideration of the matters before the Comission, rather Interveners seek a stay based on an entirely new theory never presented to us, the Licensing or Appeal Doard. In essence, Interveners ask that the e
