ORDER On October 11, 1989, the Appeal Board certified to the Commission the issue:

[W]hether the MassAG's testimony, which seeks to address the cose reductions / dose consequences that will arise under the NHRERP in the event of certain planning basis accidents, is admissible as relevant to a determination of whether, in accordance with the Commission's Shoreham guidance, the NHRERP will achieve " reasonable and feasible dose reduction under the circumstances" so as to provide " reasonable assurance that adequate protective measures can and will be taken" in {

accordance with 10 C.F.R. 5 50.47(a).

Pursuant to 10 C.F.R. 9 2.772, the following schedule will govern the submittal of briefs on the certified issue. All papers shall be filed and served on the parties actively participating before the Appeal Board in this aspect of the Seabrook proceeding by overnight express or hand-delivery.
