                SUBJECT:          CLINTON POWER STATION RESTART INSPECTION
                                  REPORT 50-461/99010(DRP)
                Dear Mr. McElwain:
                On June 10,1999, the NRC completed an inspection of Clinton Power Station restart activities
                following an outage which began on September 5,1996. The enclosed report presents the
                results of that inspection.-
                The inspection was initiated on April 22, continued through May 2, when initial control rod pulls
                to criticality began, through June 2, when the plant reached 100 percent power, and ended on

              - June 10, when the results of the inspection were discussed with you. The inspection consisted
                of approximately 700 hours of control room observations and additional observations of in-plant
                activities. During the period covered by this inspection, your conduct of activities was generally
                characterized by adequate implementation of operational programs and procedures. Plant
                operators methodically and cautiously conducted plant restart activities and, in most cases,
                exhibited conservative decision-making when challenging situations were encountered. For
                example, operators manually scrammed the plant after a startup feedwater flow control valve
                malfunctioned and stopped their approach to criticality when unusual reactor period readings
                were observed.
                While overall operator performance during the plant restart was acceptable, NRC inspectors
                identified several instances where plant management's expectations for the conduct of
                operations were not clearly understond by all operators, occasions where suspect plant
                conditions were either not recognize a or were not thoroughly evaluated by the operators, and
                instances where procedural requirements were not followed. In addition, the engineering
                organization's support to plant operations in response to technical issues that arose during
                startup activities was weak.

                 Based on the results of the inspection, the NRC has determined that four violations of MRC
                 requirements occurred. These violations are being treated as Non-Cited Violations (NCVs),
                 consin, tent with Appendix C of toe Enforcement Policy. These NCVs are described in the
                 subject inspection report. If you contest the violations or severity level of these NCVs, you
                 should provide a response within 30 days of the date of this inspection report, with the basis for

                 Washington, D.C. 20555-001, with copies to the Regional Administrator, Region 111, and the
