Scope: This routine, unannounced inspection entailed 64 inspector-hours in the areas of export shipment, measurements and followup on previous inspection findings.

2. Exit Interview The inspection scope and findings were summarized on March 28, 1986, with t90se persons indicated in paragraph 1 above. The licensee acknowledged the inspection findings and took no exceptions.
3. Licensee Action on Previous Enforcement Matters (Closed) Violation (S4-16-01): Failure to comply with the NRC-NMSS position relative to the meaning of in a timely manner as it pertains to notification of warning limits. In response to NMSS's letter dated May 14, 1984, the-
licensee's procedure, P/P 140-5 was revised on August 20, 1985.

I The low enriched 00, powder was previously produced and packaged in both three and five gallon metal containers in preparation for shipment. The material type and enrichment determines the size of the container to be used. The tare weight of a container is measured prior to packaging and includes the weight of the lid, ring, liner, type E seal, wire and metal bolt.

Based upon an NRC sampling plan, were randomly selected for sampling. The samples selected were prorate over each quantity and enrichment associated with the population being examined. Sample sizes and ,

the licensee's sample data are presented in Tables I and II. The identity i

j of the containers sampled, the container gross weights, the drums the containers were packaged in for shipment, the container and the drum seal numbers are presented in Table III. The samples were forwarded to the New Brunswick Laboratory under NRC Form 741, transfer series YLJ-C8J No. 25, dated March 28, 1986. The samples will be analyzed for percent uranium .

An examination was performed of the sampling frequencies and quality requirements for blends of low enriched 00 2 powder produced for overseas shipment. It was determined that the sampling frequencies and quality

' requirements were in accordance with the QC inspector instructions, l No. 2.5.2.1, Revision 22, entitled Acceptance of GE-Wilmington Produced 00 3 Powder For Sale, dated May 15, 1984.

This is an inspector follow-up item (86-07-02) and will be examined during subsequent inspections.

During the inspection, the measurement data supporting weights, percent uranium and enrichment for UF. received uncer DOE /NRC form 741, transfer series BXA-YJL No.1332. dated January 22, 1986, were verified by the inspectors.

The measurements were performed in accoccance with Section 3.5 of the licensee's FNMC Plan.

An examination was performed of the gross weights of all four percent enriched UF. cylinders in-house on March 26, 1986, to determine if the licensee was making gross weight measurements within the calibrated range.

The gross weights of these cylinder were determined to be within the calibrated range of the measurement system.

Operators every echnicians were initially teained and recertified as th respectively, using standard operating procedures ining criteria. The training recorcs of six operators that were identified in the processing areas and three tecnnicians that were 1

identified in the laboratory were examined during the inspection and found to be currently maintained, documenting certification as required. Table V identifies the training received by these individuals.

Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress.

The inspection findings indicate that certain activities violated NRC require-ments. The violation, references to pertinent requirements, and elements to be included in your response are presented in the enclosed Notice of Violation.

Your attention is invited to unresolved items identified in the inspection report. These matters will be pursued during future inspections.
