SUMMARY

Scope: This routine, unannounced inspection entailed 31 inspector-hours during ncrsal duty hours inspecting measurement control and statistics, and licensee action on previously identified violations and unresolved items.

Results: No violations or deviations were identified.

2. Exit Interview The inspection scope and findings were summarized on March 21, 1986, with those persons indicated in paragraph 1 above. The licensee acknowledged the inspection findings and took no exceptions.

Licensee Action on Previous Enforcement Matters (92702)

(Closed) Violation (84-14-01) Bias corrections based on improperly characterized standards. During the inspection conducted on October 1-5, i

1984, it was found that the licensee had adjusted SNM accounting records for enrichment measurement bias. However, the bias adjustment had been based on improperly characterized standards. During this inspection it was found that, as was indicated in the licensee's letter of response dated March 8, l 1985, the inappropriate adjustment had been deleted from the SNM accounting l

2 (Closed) Violation (84-14-03) Bias correcticns for measurement systems which involve curve calibrations not determined in accordance with the FNM; Plan.

During the inspection conducted on October 1-5, 1984, it was found that the licensee had not determin d measurement bias correction for systems which involve as specified in section 4.2.4.1 of his FNM plan.

The lic ter of response dated February 6, 1985, indicated that the FNM; Plan had been revised for clarification. The changes to the plan were submitted on January 10, 1985, and approved by NRC Region II letter dated April 12, 1985. During this inspection it was found that the bias for the licensee's enrichment measurements during the August 1984 - August 1985 material balance period had been evaluated at the mean of the measurements of process materials performed during the period as specified in the FNMC Plan. Therefore this item is closed.

4. Followup on Unresolved Items (97201)

(Closed) Unresolved Item (64-14-05) Application of current period measurement biases to materials on beginning inventory. During the inspection conducted on October 1-5, 1984, the licensee's method of determining the effect of measurement biases on the ID were inspected. It was found that measurement biases determined for the current period were applied to materials which were on the beginning inventory as well as those materials which were either received or shipped during the current period or on the ending inventory. However, the materials on beginning inventory would have been measured during the previous period and therefore the previous period measurement bias should apply. The licensee indicated that the effect of apolying current period rather than previous period biases to materials on beginning inventory would be negligible. The issue was deemed an unresolved item pending demonstration by the licensee that the effect is negligible. During this inspection the licensee indicated that, through staff discussions subsequent to the October 1-5, 1984 inspection, it was determined that the effect would be negligible but a documented demonstration would involve a significant effort. In that the licensee will soon be subject to the requirements of 10 CFR 74, in which the criteria for performing bias corrections is significantly relaxed, this item is closed.

5. Measurement Control and Statistics (85209)

The licensee's statistical program for the evaluation of the biases and uncertainties associated with special nuclear material accounting measurements was inspected. The inspection consisted of an examination of the licensee's written procedures for performing the statistical calculations, the database used to evalu. ate the statistical parameters, and the statistical methods applied in the evaluation of the database. For these systems the biases and systematic error variances were determined from measurements of standards and the random sampling and analytical error variances were determined for replicate measurements of process materials.

The databases were sufficient for obtaining the parameter estimates.

Appropriate mathematical models of the error structures were used to evaluate the databases in order to obtain the error variance estimates for th matic analytical error variance associated with the method. The systematic error variance should include e variance associated with the mean of the measurements of standards performed during the material balance period plus the variance associated with the uncertainty in the assigned value of the ard used to e the measurement system.
