The purpose of this special, announced inspection was to evaluate selected areas of the emergency preparedness program.

Results: Of the areas inspected, no violations or deviations were identified.

The inspection scope and findings were summarized on September 26, 1986, with those persons indicated in Paragraph 1 above.

No dissenting comments were received from the licensee.

At this time, the scope of the upcoming appraisal was also discussed and the licensee was made aware of its overall objective as it related to emergency preparedness.

Facilities and Equipment (88050)

The primary emphasis of this inspection was to comprehensively tour the General Electric facilities and to examine the equipment available for use during an emergency.

Areas examined included:

the Emergency. Control Center, the whole body counting facility, the Chemet and environmental laboratories, the manufacturing and radwaste facilities, and the environs in and around the facility.

The inspector and regional management also examined the materials and types of equipment available in the Emergency Control Center.

The equipment in place appeared ccosistent with that described in the emergency plan.

Emergency procedures for each emergency staff position, as well as maps and plant drawings were also reviewed.

1he facility housed the base radio system, the meteorological (parameter display and recording) system, and j

calibrated survey and monitoring instrumentation.

The licensee had established " posted" evacuation routes and had designated i

two assembly areas to be used for accountability purposes.

Although the locations for these assembly areas were observed, the adequacy and accessibility of these areas via the predesignated routes was not evaluated.

3 In addition to the above, the inspector observed the location of tha various wells, air and water sampling stations, and the lagoons.

No violations or deviations were identified.

Inspector Follow-up (92701)

(Closed) Unresolved Item 1113/86-02-01:

Failure of the procedures to provide for the notification of State and local government agencies within 15 minutes upon declaration of an NOUE.

In a letter to the licensee, dated July 16, 1986, this item was closed.

Although the notification time specified was 30 days, the closure was made on the basis that the GE Radiological Contingency Plan is NRC approved, and represents GE's site specific requirements for compliance with 10 CFR 70.22(1).
