Management Organization and Controls (88005)

The inspector reviewed the functions and responsibilities of the Wilmington Safety Review comittee (WSRC) with GE representatives and reviewed GE documentation associated with WSRC meetings.

GE procedure P/P40-1 "Wilmington Safety Review Comittee," Revision 8 dated l

October 23, 1987, establishes the WSRC and designates more than five senior members of the GE technical staff as comittee members.

The l

inspector reviewed WSRC reeting minutes dated March 11,1988. April 15, i

1988, and September 15, 1988. The minutes reflected the WSRC's review of i

nuclear and industrial safety itens and the tracking of these items to l

completion.

The frequency at which WSRC meetings are occurring is consistent with the license requirement of four meetings each calendar

[

year with no more than 180 days between consecutive meetings, WSRC meeting minutes are distributed to the GE Wilmington facility manager and to affected section level managers.

All areas inspected regarding the

WSRC, as described above, were in compliance with Paragraph 2.3.1 of the r

license application.

Training (88010)

Paragraph 2.6 of the license application requires that employees complete l

formal nuclear safety training prior to being allowed unescorted access to L

controlled areas.

Additionally, the license application requires l

retraining every two years.

The inspector discussed the nuclear safety 7

training program with a GE representative and inspected employee trainir.g t

records.

NuclearCriticalitySafety(88105) a.

The inspector reviewed two recently documented criticality safety analyses and discussed them with a GE representativre.

One analysis addressed a Feed Preparation Unit and the other adyressed a Conveyor i

Retrieval System.

Both analyses had received an independent review j

as required by Paragraph 2.5.2.1 of the license application.

Both analyses were performed so as to detemine fuel processing limits and any further nuclear safety requirements for fuel processing and i

q handling operations so as to comply with the Double Contingency 1

Principle as is required by Paragraph 4.1.1 of the license application.

The inspector reviewed quarterly nuclear safety audit reports which are required by Paragraph 2.8.1 of the license application for the period January 1 - September 21, 1988.

The findings noted in the reports were not violations of NRC requirements and it appeared that they were being addressed and resolved in a timely manner. The audit

report had been distributed to required management personnel.

Inspection items for these audits come from a random selection of j

Nuclear Safety Requirements which have been defined for fuel processing operations, j

Operations (88C20)

TtA inspector examined, with a GE representative, the nuclear criticality 1

safety requirements associated with solutions which flow into or are stored in a particular unfavorable geometry tank (V-106).

The inspector j

detemined that the implementation of those nuclear criticality safety i

requirements meets the intent of the Double Contingency Principle as is j

required by Paragraph 4.1.1 of the license application.

No violations or deviations were identified.

Exit Interview The inspection scope and results were sumarized en September 22, 1988, with those persons indicated in Paragraph 1.

The inspector described the areas inspected and discussed in detail the inspection results listed above.
