SUMMARY
Scope:
This routine, unannounced physical security inspection examined the licensee's program for the physical protection of special nuclear material of low strategic' significance.
Results:
There were no violations of regulatory requirements identified.

Exit Interview An exit interview was conducted on July 2,1986, with those persons denoted in paragraph I above. The licensee acknowledged the inspection findings and took no exception.

Licensee Action on Previous Enforcement Matters This subject was not addressed in the inspection.
4.
Fixed Site Physical Protection of Special Nuclear Material of Low Strategic Significance (81431) a.
The inspector verified through review of documentation that the licensee had an NRC approved Physical Security Plan (PSP), which described measures to protect licensed material.
The licensee has submitted Revision 2, to the PSP dated June 6,1986, to the NRC for review and approval.
b.
The licensee had established and the inspector reviewed the proce-dure for issuance and control of identification badge to licensee and contractor personnel.
Additionally, the inspector reviewed implementing procedures for the security program.
Those procedures l
were comprehensive and professional in nature.

The licensee had documented the new Hanover County Sheriff Department's commitments to provide Investigative Law Enforcement Services, Traffic Control and protection of Plant Property upon request by the licensee t

The licensee has demarcated the controlled access area (CAA) by use of fencing and channels all entry and exit of personnel and vehicle

through established security control points.
These security control points are staffed continuously by members of the security force who monitor access / egress of both personnel and vehicles.

The licensee had established a contractor conducted onsite security training program for security personnel.
This program consisted of 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> of training for each security force member.
Ten individual training records were reviewed and the required training had been documented as being completed.
No violations or deviations were identified.
