3. Offsite Support Agencies (88050)

Discussions with a licensee representative, and verification by review of agreement letters on file, indicated that written agreements had been executed with agencies specified in the Radiological Contingency and Emergency Plan (RCEP). Further; these agreements had been updated ard

The inspector held discussions with representatives from selected offsite I agencies (see Paragraph 1 above) regarding the licensee's interface on L training and the periodic renewal of agreements. No problems were noted. [

According to offsite contacts, the licensee, on a periodic basis, was contacting support organizations for training and discussing emergency preparedness matters of a mutual concern.

4. Emergency Plans, Procedures, Facilities, and Equipment (88050)

An inspection and operability check was performed on selected equipment and support items used for emergency response in the Emergency Control Center (ECC) and the offsite medical facility. Four hand-held survey instruments were examined at the New Hanover Memorial Hospital. The inspector noted that current calibration stickers were affixed to each instrument. In addition, a source and battery check was done to verify optrability. In the ECC, the meteorological monitoring system (wind direction and wind speed) was verified as operational and within calibration. The inspector witnessed the inspection and weekly operability test of the emergency generator used to supply backup ,

electrical power to the ECC. The emergency generator operated as designed.

The inspector selectively reviewed the weekly Emergency Vehicle Inventory l forms for the period May 31, 1988 to September 13, 1988. No problems were found.  ;

Selective review of the RCP and Procedures in the ECC indicated that they '

were complete and that they contained the most recent revisions.

No violations or deviations were identified. 6

5. Tests and Drills (88050)

Discussions with licensee personnel and a review of records confirmed that [

tests and drills were conducted in accordance with Section 7.3. Internal '

correspondence was reviewed which documented the critiques and followup actions of the June 1988 exercise.

6. Training (88050)

The inspector selectively reviewed training records of initial training and periodic retraining as detailed in Section 7.2 of the RCP. Records appeared complete and no problems were identified.

7. InspectorFollow-up(88050)

(Closed) IFI 88-09-04: Provide 6dditional training regarding survey techniques and good health physics practices to onsite radiation protection personnel and hospital personnel. The inspector reviewed the training records and materials used in the September 13, 1988 training at the hospital and the August 31, 1988 demonstration of proper frisking technique by onsite radiation protection personnel. The material consisted of an accident walk-through, review of a video film from a previous drill and a discussion and demonstration of proper radiological monitoring techniques. The training was determined to be fully adequate.

9. Exit Interview The inspection scope and results were summarized on September 22, 1988, with those persons indicated in Paragraph 1. The inspector described the areas inspected and discussed in detail the inspection results. Although reviewed during this inspection, proprietary information is not contained in this report. Dissenting comments were not received from the licensee.
