2 The facility incinerator measurement 'em is com rised of called ICAMS (Incinerator Criticality Accountability Measttrement System). The ICAMS computer maintains control of the SNM quantity in the incinerator by maintaining a material balance of input and output SNM me es. At the time of this inspection, a holdup limit o' hac bee ese tre i the incinerator facilit ie , Operational ese measurement systcms were cescri in Inspection Report No. 70-1113/83-29. l l Since the ACM is the only incinerator treasurement system qualified for accountability measurements, the efforts of this inspection were devoted to evaluating the operations of this measurement system,
- c. NDA Standards Fabrications and Traceability I
At the time of this inspection, the licensee was using the thirty-eight NDA standards that had been fabricated, tested ar d approved for use in performing NDA accountability measurements with the ACM measurement l < m. The matrix mater ;ed in fabricating these standards was tnat had been obtained f rom a local comp rom act ty incinerated materials withdrawn from the facility stores especially for tnis project. The SN'i used in f abri-cating these stancards was well character 4 ed 002 powder. The matrix materials, and th? 002 powdee usec te fad icate these stancards were analyzed by the facility Chernet and Ledoux laceratories. Traceability of these standards to a National Measurement System was accomplished , t')cougn analytical tecnniques employed by tne measuring laboratories t to measure NBL standard UO2 material. A listing of all facility NDA standards used to perform measurements by tne ACM is presented in Table 1.

- e. Measurement Techniques Prior to the measurement of process iters, the licersee is required to rereasure a single NDA standard at the beginning of each operating shif t and to measure a Cf-252 measu ement veri'ication source prior to tne treasurement of each process iterr. Tne inscector observed treasure-l ments of process items in the active and passive moces and concluded that approved operating procedures were being followed as required.
The inspector noted that approximately one hour is required to perform a complete measurement on each process item. ine actual steps employed by the ACM rneasurement system to perforrr accourtability measurements on S gallon cans of incinerator asn were repo-tec in Inspection Report No. 70-1*.13/83-29. The inspector noteo that the facility incinerator was processing approxirra tely fif teen more waste boxes per month than w e bein een rated. At the time of tnis inspection, a total o remain to be processed.

- h. FNMC Plan Review A resiew of the f acility FNMC Plar app'icable to NDA measurements by the ACM NDA measurement systern was concucted curing this inscection.
Sections 1.0 Organization, 3.0 Measurerr.ents, 4.0 Measurement Control Program, 8.0 Management, and Apoendix C-3, Specifically Accepted Safeguards Systems, provide descriptions and methods used to determine the U-235 content of SNM measurement by NDA tecnniques at the facility. Except for paragraph 4.7 (Training), this review indicated that the licensee was following his approved FNMC plan for performing account-ability measurements by the ACM NCA measurement system. Paragraph 4.7 requirements are discussed in paragraph 3.k below.
- i. Standard Operating Procedure (SOP) Review Each facility operating group, develops and implerrents standard operating procedures (SOP) which outline duties and responsibilities and provide operational guidance to enable proper operation of the incinerator facility within approved safe design limits. Many SOPS have been developed, approved and implemented. A review of several

A tour of the f aci ity's UPMP facili. ties was conducted during this inspec-tion. Observations and examination of procedural reauirements in the areas of material control and nuclear criticality and safety were emphasized during the tour. No viciations or deviations from approved procedural requirements were noted.
