SUMMARY

Scope: This routine, announced inspection entailed 5 inspector-hours onsite in the areas of confinnatory radiation and contamination surveys as part of a

, closecut inspection for Eastern Distribution, Inc. Warehouse E in Greenville, SC which was leased by General Electric for the storage of unirradiated fuel assemblies in shipping containers.

Results: No violations or deviations were identified.

3. Licensee Action on Previous Enforcement Matters-This subject was not addressed in the inspection.

- 4. Closecut Inspection and Survey (83890)

a. Surveys Eastern Distribution, Inc. Warehouse E, located on Perimeter Road, near Donaldson Center in Greenville, SC had been 'used by General Electric- Company to store packaged uranium under NRC License -SNM-1097, Condition 9, Part I, Paragraphs 1.8.4.2 and 1.8.4.3. The . radioactive material was stored either i Fissile Class I packages or in raetal containers of the RA-series shipping package. The Warehouse had also been used to store non-radioactive General Electric (GE) reactor components.

The inspector reviewed licensee release survey records for fixed and loose alpha and beta gamma radioactivity. It was determined that the records adequately documented the surveys performed by the licensee and that the data in the records were consistent with the survey result

each room into rectangular grid sections such that each room contained 100 grids of approximately ten feet to a side.

3 Direct alpha and beta gamma surveys were performed by the inspector using NRC equipment in 18 floors grids of Section A ( Attachment 1).

Walls adjoining floor grids were surveyed to a height of approximately four feet. In Section B, floor grid surveys were not possible due to the fact that the floor had been painted and treated with a sealer prior to this inspection. The licensee explained that the original lease on the Warehouse had terminated on March 31, 1986. The licensee had made arrangements to extend the lease for an additional thirty days; however, due to a misunderstanding between the warehouse owner and the warehouse manager, the manager had released Warehouse E effective April 1, 1986. The new leasee had constructed curbing around the sides of Section B and had painted and sealed the floor. At the inspection approximately 300 55 gallon drums of chemicals were occupying part of Section B. Consequently, the inspector was only able to perform surveys on walls.

Sixteen wall grids were surveyed ( Attachment 1). Smear surveys were performed in both sections and represented 10 percent of the total 200 grids. The smears were counted at the Region II laboratory for gross alpha and beta radioactivity on a alpha-beta proportional counter (Attachment 2)

Gamma radiation surveys were performed by the inspector in both Sections A and B and outside the warehouse. Measurements were taken at floor level, three feet above floor level and six feet above floor level.

The results of fixed and loose contamination surveys showed that no radioactivity above limits specified for unconditional release by license SNM-1097 were observed. Similar results had been reported by the licensee in their final survey report. Since no loose contamination had been found, environmental surveys were not performed.

b. Conclusion The licensee survey results showed no detectable contamination above background levels in Warehouse E and representative NRC surveys confirmed these results. Although the inspector was unable to survey the floor of Section B due to paint and sealer, the licensee had performed its final survey prior to application of these materials to the floor.
