standard in the' medical industry. Hampstead Hospital'is.not-l an' acute care hospital. By definition, it can only acceptL I Class I-patients. This is well understood by healthcare-administrators and-does not have to be restated in the letter of agreement. Hampstead Hospital can. accept 25 Class I patients. Exeter Hospital has a capacity of 10 Class III  !

census reports, the classification'of patients for transport, and the coordination of the patient care, clinical care and support departments to the Director of Nursing. The EMS Coordinator is responsible for verifying that patient transportation need assessments are appropriate for the category of patient, identifying special transportation needs, and contacting designated host j i

facilities to determine their capabilities. 1

5. The Exeter Hospital RERP (Section III.D.5.f) designates prioritization, by "transporation" grouping i categories, the staffing levels required for each category.

6.Section III.C.7 to the Exeter Hospital RERP provides for the prioritization of patients for evacuation. This includes allowing for consideration (by medical personnel) of current medical status, as it applies to patients falling into the categories of (1) Medical / Surgical, (2) Recovery Room, and (3) Intensive / Cardiac Care (ICU/CCU) only. next revision of the NHRERP will include a revision that,: at the Site Area Emergency classification, authorities should determine which patients who, by virtue of age or medical condition, will require extraordinary assistance in evacuation.

7. Volume 18A-(Hampton Special Facilities Plans) of the NHRERP contains the Seacoast Health Center RERP.

Attachment A,Section II, lists the Maple Leaf Health Care host facilities on Pearl Street, Maple Street,.and the Villa Crest Units; all of which are located in Manchester, NH.

of these three facilities to serve as host facilities for the Seacoast Health Center, a copy of which is attached hereto and marked "A".

8. Volume 26A (Exeter Special Facilities Plans) of the RERP contains both the Eventide Home RERP, and the Goodwin's of Exeter RERP. The Eventide Home host facility is McKerley Health Care Center in Derry, NH. Goodwin's host facility, which is owned by the " Clipper Home Affiliates," is the Clipper Home-of Wolfboro. A letter of agreement covering all of the above host facilities is appended to their respective RERPs. In the case of Goodwin's of Exeter, it is also owned by Clipper Home Affiliates; therefore, a letter of agreement is not required.

9. Volume-5 of the NHRERP contains a letter of agreement with the American National Red Cross. The Regional Assistance j 1

Committee (RAC) stated in their Au Just, 1986 reply to NHRERP's Revision 2 that this arrangement was adequate (A),

and replied on page 10 of 134 with the following.

10. Volume 5 of the NHRERP contains letters of agreement with Ambulance Companies. Even if O'Brien were unable to provide assistance at the time of an emergency, for whatever reason, sufficient reserves of ambulances and EMT's are available under agreement to meet anticipated requirements. Each letter of agreement lists the number of ambulance company personnel (i.e., EMTs) available.

This number is more than adequate to staff the identified vehicles required.

11. ' Volumes 16 through,32~of the NHRERP' comprise all of
the 17 New Hampshire Town RERPs. 'In'Section:IV of each

plan, an attachment to'the Transportation. Coordinator's (or- i equivalent town-title) provides.the' individual' town transportation requirements. Included in each list is a

. category entitled "Special Needs" which-list those requirements based on the Special Needs Survey conducted by q

.the State of'New Hampshire (NHCDA).

12. Revision 2 of the NHRERP, Volume 2 (Appendices),- .

transportation resource requirements'for all 17 New I

The number of vans required is specified. This table and I i

13. It is unclear from the: contention what the' basis which asserts lack of manpower refers too- lack of. manpower for identifying persons with special needs or' lack of manpower for assisting mobility impaired persons in an evacuation. For the former, manpower at the state or local l

level is not an issue; identification of these people;is 1 done by means of a mailed survey conducted by NHCDA. For the latter, the plans make provisions for emergency medical ,

i support personnel to provide this assistance. Approximately i 196 such individuals have been identified within the EPZ i communities through the Bureau of Emergency Medical Services .

In addition, NHCDA has written agreements.(Volume 5, NHRERP,-

Rev.2) with ambulance services beyond the EPZ communities which indicate that approximately 130 emergency medical personnel are available to accompany ambulances and to provide assistance for mobility impaired persons. As 1

an added resource, the N.H. National Guard can make.available approximately 75 medically qualified personnel. This figure, previously stated to be 271, was found to be a cumulative figure and has been corrected to accurately reflect the actual number of available medically qualified National Guard personnel. The NHCDA Special Needs Survey was utilized during development of the NHRERP, Revision 2, to assess the need for assistance. The Survey' revealed 44 persons outside of institutions who are bedridden and who may require assistance. Special facility plans for hospitals and nursing homes provide for staffing for this  ;

purpose.

14. Ambulance drivers are trained in advance in i the methods in which they will be assigned pickup of homebound  ;

or institutionalized evacuees. This would also include other drivers evacuating this group. Directions with  !

which ambulance drivers can reach affected homes and institutions, I are provided to them upon dispatch from the Local Transportation Staging Area, as described in Appendix F to the Rockingham i

County Sheriff's Department procedure in Volume 4B (State j Agency Procedures for Seabrook Station) of the NHRERP.

I, RICHARD H. STROME, being on oath, depose and say as follows:

1. The Special Needs Survey conducted by the NHCDA in March, 1986 served to identify persons within the 17 communities of the Seabrook Station EPZ who do not have access to a private vehicle and who, therefore, may require transportation assistance at the time of an emergency.
2. Volume 16 through 32 of the NERERP comprise all of the 17 New Hampshire Town RER.?o. In Section IV of each plan, an attachment to the procedure of the Transportation Coordinator (or equivalent responsible individual) provides

Included in each list, is a category entitled " Residents Requiring Transportation", which identifies the number of people 4 within this category and the number of buses that'have been allotted to meet their needs. These requirements are not based on an assumption of a specific percentage of the population without. cars, but are obtained directly from the j

.l NHCDA Special Needs Survey. 1 i

3. In each case, the capacity of buses allotted .j surpasses the number of residents whc have indicated that t they may require transportation assistance. (A minimum of three buses have been allotted to each town regardless of the fact that this capacity far exceeds the requirements in several cases.) The totality of bus resources on which the i

plana rely is confirmed by letters of agreement contained in i Volume 5 of the NHRERP.

4. The allotment of transportation resources does not-consider the phenomenon known as " ride sharing" which assume j that people will, in an emergency, obtain rides in the

. personal vehicles of other evacuees.

5. NHCDA has committed to the FEMA RAC to include language in public information materials and in EBS messages requesting people to provide assistance to others who may.be in need.
6. The difference in total numbers of buses shown in Revision 2 local plans and that shown in NHRERP, Volumes 2

i and 4, Append.ix I is due to the fact that local plans ,

include bus numbers for all transit dependent segments of

)

each community. Appendix I of Volumes 2 and 4 shows the '!

total required only for school populations plus the Rockingham County Nursing Home and Jail. Appendix I will be

.. i corrected to be consistent with the local plans. The total' q number.cf 482 shown in the Revision 2 , local plans reflected the maximum number required at the' time Revision 2 of the NHRERP was issued. The difference no longer has relevance.

Current counts of school populations.and other special facility populations, and the mostirecent results of the special needs survey, have increased the maximum number required to 515. This current number of maximum bus requirements does not impact on the sufficiency of resources.

7. It is my opinion that the New Hampshire State and local RERPs identify and provide for the availability of transportation resources that amply exceed the capacity required for persons who may need transpoi*tation assistance at the time of an emergency.

-l Since July of 1985 my company has been employed by New Hampshire Yankee to conduct an evaluation of the communications networks utilized by the )

communities involved with the Seabrook Station Radiological Emergency Response Plan. I assumed the lead responsibility for this. project which consisted of four phases. The objectives of Phase 1 were to study and identify the types of systems currently in place and identify existing problem-areas.

This first phase involved extensive. field work and interviews with public .

safety officials of the states, counties, and' local municipalities. Phase-2 involved the analysis of this information in order to determine the effect that the additional RERP communications would have on'the existing systems l;

. i and to formulate the engineering changes. Subsequent meetings were held again l with pubite safety officials to review the recommendations. Phase 3 involved the installation test and debug of all of the equipment. Phase 4 will involve further refinement of these systems, documentation and training.

Prior to my beginning this project my firm assisted Vermont Yankee in the relocation of their Emergency Operations Facility to its new location.

My responsibility was for the design and installation of the radio communica-tions systems for this facility and to minimize and eliminate any inte'rference that resulted from the co-location of communications facilities. We also performed this same function for Yankee Atomic Electric Company's emergency operations facility for the Rowe, MA Nuclear Power. Plant. As part of this-current project I have assisted the. utility and the State of New Hampshire with design and installation of the communications networks for the emergency-operations facility and the State's Incident Field Office. We also provided' the same assistance to the Commonwealth of Massachusetts.

Prior to my founding AllComm Inc. I was employed as the General Manager

4; of HEW Communicatins, Inc. as part of my duties while at HEW April of 1981 to the August of 1982 I was_the project manager and engineer for the design .

and installation of the emergency communications systems that form the back-bone of the public notification system and emergency communications networks for 34 municipalities and 3 state civil defense agencies involved with the Vermont Yankee Nuclear Power Plant and Yankee. Atomic Electric Company, Rowe, 1'

MA Nuclear Power Plant. This project involved an assessment of the existing I

communications capabilities, extensive interviews with local public safety officials, the design of new communications systems and integration with exist-ing systems. I had the lead' responsibility for the entire project including the training and documentation which included two comprehensive technical i

manuals which provide the foundation for the utilities FEMA-43 submittals.

During the initial phase of this project much of the existing guidance for i

the design of public notification systems and emergency communications systems did not exist. I provided technical support to Yankee Atomic Electric Company I in drafting comments to FEMA's proposed guidance for the acceptance of alert and notification systems.

As part of this project I also designed a special system in cooperation with NOAA (National Weather Service) which links vital information from the ,

National Weather Service offices in Burlington, Vermont to over 8,000 Alert a

receivers located approximately 100 miles away in some of the residences within the Emergency Planning Zones of both plants. This system operates 24. hours, 365 days a year.

My firm currently has the responsibility for the surveillance and main-tenance programs for these systems. Since early;1982 they have been in opera-tion functioning with a very high percentage of operability (over 99%).

I I have also participated in six full scale federally w'itnessed emergency 1

exercises and many numerous full scale drills providing communications support ]

(troubleshooting, diagnosis and emergency repair) to the utilities and state agencies. My firm currently provides these emergency communications support i

services to three nucicar power facilities in New England.

Prior to the Seabrook project, while at A11Comm and HEW, I had been called in as an expert to'" debug" many types of communications systems that

were not functioning as intended. Also during this time I designed and'in-stalled many types of electronic communications systems. This work included projects for state agencies, electric utilities, county governments, local public safety agencies and regional fire mutual aid compacts, business and industrial concerns. With divestiture of the Bell System this work grew to include the design and installation of telephone networks and increasing ]

1 liaison work with the Bell Operation Company (NYNEX). I. currently hold tech-nical certifications for four different manufacturers of telephone systems including two sophisticated PABX systems.

From 1977 to 1979 while at HEW, I was the senior communications technician with the lead responsibility for the maintenance and preventative maintenance s and system debug for a public safety communications network that spanned portions of three states and encompassed three' counties and included 52 muni -

i cipalities.

All of my prior employment dating back to 1965 include positions of increasing responsibility in the electronics field. The study of electronic communications has been a lifelong pursuit for me dating back to early child-hood.

I, Richard H. Strome, being on oath, hereby depose and say as follows:

1. I am the Director of the New Hampshire Civil Defense Agency (NHCDA).
2. As described in the New Hampshire Emergency Response Plan (Volume 1, 2.1.4), activation of the public alerting system for a radiological emergency is a primary responsibility of the NHCDA.
3. Letters were signed by myself or other NHCDA senior I

staff members and sent to the' appropriate officials in Hampton Falls as part of the State of New Hampshire's effort .;

5. In the event of a radiological emergency at the Seabrook Station, an emergency plan can and will be 1

implemented for the Town of Hampton Falls. In the event j 1

that the Town of Hampton Falls cannot implement the Town I of Hampton Falls Plan, then the State of New Hampshire can and will implement the New Hampshire Radiological Emergency Response Plan, Volume 2, Appendix G, entitled Concept of Operations for Providing State Assistance to Municipalities Unable to Respond to an Emergency, to provide the necessary emergency response capabilities for the Town of Hampton Falls. 4

These forms are designed to assist you in defining your cormiunity's needs to meet the reQJirements of the New Hamoshire ~4adiological Emergency Response Plan. They should be used to recuest eGJioment oursuant to the orovisions of RSA 107:8. Re@ests for direct. financial succort should be submitted in a narrative format stating the amount requested, the justification for the request and the manner in which it will be discersed.

RSA 107:3 states that municioalities will annually submit a reouest for assistance to the Director of the New Hamoshire Civil Defense Agency. Those recuests should follow the format outlined above. Equioment recuests should be made on the Equioment Remast Forms. Information received as cart of tnis crocess will be used by the New Haneshire Civil Defense Agency to develco a radiological emergency resconse budget.

South Hampton (TOSH) Contention No. 6.

.pEASONS FOR GRANTING THE' MOTION

.As originally submitted TOSH Contention.No. 6 read as follows:

"The RERP:for South Hampton fails;to-provide. reasonable. assurance because, contrary to NUREG-0654 H.3, the town of South'Hampton~does not.have an EOC t-

capable for use in directing and controlling response functions."

The bases ascribed to the TOSH Contention No. 6 is the lackLof an adequate EOC location and equipment, including a generator and two-way radio equipment.

TOSH has refused to accept its Fire Station as its EOC.

The Strome and Catapano affidavits make clear that the TOSH Fire Station is adequate to serve as an EOC and that a generator has been purchased for TOSH and its NHCDA has offered to coordinate the identification and installation of equipment necessary to implement TOSH RERP.

TOSH by vote of its Town Meeting has refused to accept any REKP equipment.

The State of New Hampshire is committed, in.the event that TOSH refuses or is unable to implement TOSH RERP, to implement the New Hampshire Radiological Emergency Response Plan Volume 2 Appendix G entitled Concept of Operations for ]

Since July of 1985 my company has been employed.by New Hampshire Yankee to conduct an evaluation of the communications networks utilized by the

]

communities involved with the Seabrook Station Radiological Emergency Response Plan. I assumed the lead responsibility for this project which consisted of four phases. The objectives of Phase 1 were to study and identify the types of systems currently in place and identify existing problem areas.

I This first phase involved extensive field work and interviews with public  !

i safety officials of the states, counties, and local municipalities. Phase 2 involved the analysis of this information in order to determine the effect that the additional RERP communications would have on the existing systems 1

and to formulate the engineering changes. Subsequent meetings were held again l with public safety officials to review the recommendations. Phase 3 involved the installation test and debug of all of the equipment. Phase 4 will involve further refinement of these systems, documentation and training.

Prior to my be8i nning this project my firm assisted Vermont Yankee in the relocation of their Emergency Operations Facility to its new location.

My responsibility was for the design and installation of the radio communica-tions systems for this facility and to minimize and eliminate any interference that resulted from the co-location of communications facilities. We also performed this same function for Yankee Atomic Electric Company's emergency operations facility for the Rowe, MA Nuclear Power Plant. As part of this current project I have assisted the utility and the State of New Hampshire with design and installation of the communications networks for the emergency operations facility and the State's Incident Field Office. We also provided the same assistance to the Commonwealth of Massachusetts.

and installation of the emergency communications systems that form the back- f I

bone of the public notification system and emergency communications networks  !

for'34 municipalities and 3 state civil defense agencies involved with the j Vermont Yankee Nuclear Power Plant and Yankee Atomic Electric Company, Rowe, i

MA Nuclear Power Plant. This project involved an assessment of the existing communications capabilities, extensive interviews with local public safety officials, the design of new communications systems and integration with exist- f I

ing systems. I had the lead responsibility for the entire project including I l

the training and documentation which included two comprehensive technical I

manuals which provide the foundation for the utilities FEMA-43 submittals. 1 j

During the initial phase of this project much of the existing guidance for the design of public notification systems and emergency communications systems ,

i did not exist. I provided technical support to Yankee Atomic Electric Company 1

in drafting comments to FEMA's p'roposed guidance for the acceptance of alert l l

and notification systems.

As part of this project I also designed a special. system in cooperation with NOAA (National Weather Service) which links vital information from the National Weather Service offices in Burlington, Vermonr. to over 8,000 Alert receivers located approximately 100 miles away in some of the residences within

the Emergency Planning Zones of both plants. This system operates 24. hours, 365 days a year.

My firm currently has the responsibility for the surveillance and main-tenance programs for these systems. Since early 1982 they have been in opera-tion functioning with a very high percentage of operability (over 997.).

I have also participated in six full scale federally witnessed emergency exercises and many numerous full scale drills providing communications support l (troubleshooting, diagnosis and emergency repair) to the utilities and state agencies. My firm currently provides these emergency communications support services to three nuclear power facilities in New England.

Prior to the Seabrook project, while at A11Comm and HEW, I had been f i

called in as an expert to " debug" many types of communications systems that were not functioning as intended. Also during this time I designed and in-stalled many types of electronic communicatio..s systems. This work included l l

projects for state agencies, electric utilities, county Sovernments, local 1

public safety agencies and regional' fire mutual aid compacts, business and l industrial concerns. With divestiture of the Bell System this work grew to include the design and installation of telephone networks and increasing i liaison work with the Bell Operation Company (NYNEX). I currently hold tech-nical certifications for four different manufacturers of telephone systems including two sophisticated PABX systems. l l

From 1977 to 1979 while at HEW, I was the senior communications technician ]

with the lead responsibility for the maintenance and preventative maintenance l and system debug for a public safety communications network that spanned portions of three states and encompassed three counties and included 52 muni-cipalities.

All of my prior employment dating back to 1965 include positions of increasing responsibility in the electronics field. The study of electronic communications has been a lifelong pursuit for me dating back to early child-hood.

Re@ests for direct financial supoort should be submitted in a narrative format stating the amount requested, .the justification for the re@est and the manner in which it will be discersed.

RSA 107:S states that municioalities will annually submit a re@est for assistance to the Director of the New Hamoshire Civil Defense Agency. Those requests should follow the format outlined above. Equioment requests should be made on the Equioment Re@est Forms. Information received as cart of this crocess will be used.by the New Hagshire Civil Defense Agency to develoo a radiological emergency resoonse budget.

Since July of 1985 my company has been employed by New Hampshire Yankee 1

to conduct an evaluation of the communications networks utilized by the  !

l con:munities involved with the Seabrook Station Radiological Emergency Response Plan. I assumed the lead responsibility for this project which consisted of four phases. The objectives of Phase 1 were to study and identify the types of systems currently in place and identify existing problem areas.

This first phase involved extensive field work and interviews with public .

safety officials of the states, counties, and local municipalities. Phase 2 involved the analysis of this information in order to determine the effect 1

that the additional RERP communications would have on the existing systems and to formulate the engineering changes. Subsequent meetings were held again with publi,c safety officials to review the recommendations. Phase 3 involved the installation test and debug of all of the equipment. Phase 4 will involve further refinement of these systems, documentation and training.

Prior to my beginning this project my firm assisted Vermont Yankee in the relocation of their Emergency Operations Facility to its new location.

My responsibility was for the design and installation of the radio communica-tions systems for this facility and to minimize and eliminate any interference that resulted from the co-location of communications facilities. We also performed this same function for Yankee Atomic Electric Company's emergency operations facility for the Rowe, MA Nuclear Power Plant. As part of this current project I have assisted the utility and the State of New Hampshire with design and installation of the communications networks for the emergency operations facility and the State's Incident Field Office. We also provided the same assistance to the Commonwealth of Massachusetts.

Prior to my founding AllComm Inc. I was employed as the General Manager O

I of HEW Communicatins, Inc. as part of my duties while at HEW April of 1981 to the August of 1982 I was the project manager and engineer for the design and installation of the emergency communications systems that form the back-bone of the public notification system and emergency communications networks for 34 municipalities and 3 state civil defense agencies involved with the Vermont Yankee Nuclear Power Plant and Yankee Atomic Electric Company, Rowe, MA Nuclear Power Plant. This project involved an assessment of the existing l communications capabilities, extensive interv.ews with local public safety officials, the design of new communications systems and integration with exist-ing systems. I had the lead responsibility for the entire project including the training and documentation which included two comprehensive technical manuals which provide the foundation for the utilities FEMA-43 submittals. J During the initial phase of this project much of the existing guidance for the design of public notification systems and emergency communications systems did not exist. I provided technical support to Yankee Atomic Electric Company

, in drafting comments to FEMA's proposed guidance for the acceptance of alert and notification systems.

As part of this project I also designed a special system in cooperation with NOAA (National Weather Service) which links vital information from the National Weather Service offices in Burlington, Vermont to over 8,000 Alert receivers located approximately 100 miles away in some of the residences within the Emergency Planning Zones of both plants. This system operates 24. hours, 365 days a year.

My firm currently has the responsibility for the surveillance and main-tenance programs for these systems. Since early 1982 they have been in opera-tion functioning with a very high percentage of operability (over 99%).

I have also participated in six full scale federally witnessed emergency ,

exercises and many numerous full scale drills providing communications support (troubleshooting, diagnosis and emergency repair) to the utilities and state agencies. My firm currently provides these emerFency communications support services to three nuclear power facilities in New England.

Prior to the Seabrook project, while at A11Comm and HEW, I had been ]

called in as an expert to " debug" many types of communications systems that were not functioning as intended. Also during this time I designed and in-stalled many types of electronic communications systems. This work included l projects for state agencies, electric utilities, county governments, local public safety agencies and regional fire mutual aid compacts, business and 1

industrial concerns. With divestiture of the Bell System this work grew to include the design and installation of telephone networks and increasing liaison work with the Bell Operation Company (NYNEX). I currently hold tech-  !

nical certifications for four different manufacturers of telephone systems ,

including two sophisticated PABX systems.

From 1977 to 1979 while at HEW, I was the senior communications technician with the lead responsibility for the maintenance and preventative maintenance and system debug for a public safety communications network that spanned portions of three states and encompassed three counties and included 52 muni -

cipalities.

All of my prior employment dating back to 1965 include positions of increasing responsibility in the electronics field. The study of electronic communications has been a lifelong pursuit for me dating back to early child-hood.

3. The Emergency Broadcast System announcement will urge persons in the evacuation area to check on neighbors with hearing impairments and assist them in understanding emergency instructions.

4. Text will be added to the Emergency Broadcast System section of the Emergency Public Information Calendar mailed to every household in the EPZ. The addition instructs neighbors of the hearing impaired to personally verify that their neighbors understand any emergency instructions issued. Similar text will be added to Emergency Public Information material contained in telephone book advertisements and brochures. Draft copies of these changes are attached hereto and marked "A" "B" and "C".
5. The New Hampshire Civil Defense Agency has conducted a Special Emergency Help survey in part to identify people who require special notification (i.e., hearing-impaired).

This survey will be updated annually employing a distribution method designed to reach as many EPZ residents as possible.

L >4 l-I l 3 Since July of 1985 my company has been employed by New Hampshire Yankee i to conduct an evaluation of the communications networks utilized by the communities involved with the Seabrook Station Radiological Emergency Response Plan. I assumed the lead responsibility for this project which consisted i of four phases. The objectives of Phase 1 were to study and identify the types of systems currently in place and identify existing problem areas. {

This first phase involved extensive field work and interviews with public safety officials of the states, counties, and local municipalities. Phase 2 involved the analysis of this information in order to determine the effect that the additional RERP communications would have on the existing systems l I

and to formulate the engineering changes. Subsequent meetings were held again i with publi,c safety officials to review the recommendations. Phase 3 involved the installation test and debug of all of the equipment. Phase 4 will involve further. refinement of these systems, documentation and training.

Prior to my beginning this project my firm assisted Vermont Yankee in the relocation of their Emergency Operations Facility to its new location.

f My responsibility was for the design and installation of the radio communica-tions systems for this facility and to minimize and eliminate any inte'rference that resulted from the co-location of communications facilities. We also performed this same function for Yankee Atomic Electric Company's emergency operations facility for the Rowe, MA Nuclear Power Plant. As part of this current project I have assisted the utility and the State of New Hampshire with design and installation of the communications networks for the emergency operations facility and the State's Incident Field Office. We also provided the same assistance to the Commonwealth of Massachusetts.

of HEW Communicatins, Inc. as part of my duties while at HEW April of.1981' ,

O to the August of 1982 I was the project manager and engineer for the design and' installation of the emergency communications systems that form the back-bone of the public notification system and emergency communications networks for 34 municipalities and 3 state civil defense agencies involved with the- )

Vermont Yankee Nuclear Power Plant and Yankee Atomic Electric Company, Rowe, MA Nuclear Power Plant. . This project involved an assessment of the existing communications capabilities, extensive interviews with local public safety officials, the design of new communications systems and integration with exist-ing systems. I had the lead responsibility for the entire project including )

the training and documentation which included two comprehensive technical 1

manuals which provide the foundation for the utilities FEMA-43 submittals.

During the initial phase of this project much of the existing guidance for the design of public notification systems and emergency communications systems i did not exist. I provided technical support to Yankee Atomic Electric Company in drafting comments to FEMA's proposed guidance for the acceptance of alert and notification systems. i As part of this project I also designed a special system in cooperation with NOAA (National Weather Service) which links vital information from the National Weather Service offices in Burling n, Vermont to over 8,000 Alert l receivers located approximately 100 miles away in some of the residences within the Emergency Planning Zones of both plants. This system operates 24. hours, 365 days a year.

My firm currently has the responsibility for the surveillance and main-tenance programs for these systems. Since early,1982 they have been in opera-tion functioning with a very high percentage of operability (over 997.).

I have also participated in six full scale federally witnessed emergency '

exercises and many numerous full scale drills providing communications support l

(troubleshooting, diagnosis and emergency repair) to the utilities and state agencies. My firm currently provides these emergency communications support services to three nuclear power facilities in New England. q Prior to the Seabrook project, while at A11Comm and HEW, I had been ,

called in as an expert to " debug" many types of communications systems that were not functioning as intended. Also during this time I designed and in-stalled many types of electronic communications systems. This work included projects for state agencies, electric utilities, county governments, local public safety agencies and regional fire mutual aid compacts, business and )

l industrial concerns. With divestiture of the Bell System this work grew to j include the design and installation of telephone networks and increasing ]

liaison work with the Bell Operation Company (NYNEX). I currently hold tech- )

l l

nical certifications for four different manufacturers of telephone systems including two sophisticated PABX systems.

From 1977 to 1979 while at HEW, I was the senior communications technician with the lead responsibility for the maintenance and preventative maintenance and system debug for a public safety communications network that spanned portions of three states and encompassed three counties and included 52 muni -

cipalities.

All of my prior employment dating back to 1965 include positions of increasing responsibility in the electronics field. The study of electronic communications has been a lifelong pursuit for me dating back to early child-hood.
