AFFIDAVIT OF RICHARD H. STROME (TOSH CONTENTION NO. 3)

I, Richard H. Strome, being on oath, hereby depose and say as follows:

1. I am Director of New Hampshire Civil Defense Agency

-(NHCDA).

2. I am confident that all requirements for transportation resources can be met. I agree with the Regional Assistance Committee (RAC) Evaluation of State Response in NHRERP, Revision 2 (8/86, p. 74-b of 134), in that there are adequate means of relocation.

3. In Volume 4, Appendix I, the-totals of 574 buses and 510 drivers are accurate and consistent with the numbers i

In NHRERP Volume 4, Appendix I, the.totalsuof 5741 buses'and 510 drivers-are accurateandconsistent.withthenumbIrscommitted1toinlthe letters of agreament. Only a total of 515 buses and drivers' y

- are actually.needed. A letter?ofiagreement'has been-executed.with Local 633 of the Teamsters whereby they agree

to provide a back-up; pool;of up;to 1500 drivers. Letters of agreement with owners lare being obtained permitting'the mobilization of these back-up drivers by,the union.

4. As of June 3, 1987 Letters of Agreement withLseveral private trucking companies making available a. total of 53 Teamster employees to the emergency driver pool.have been obtained. An effort to execute similar agreements with-additional companies is ongoing.

5. Volume 5 of the.New Hampshire"RERPLcontains letters of agreement with bus'and ambulance companies,. Teamsters Local No. 633 of New Hampshire,- and the individual transportation providers. Together, .these organizations provide transportation resources in excess of the' numbers required in Appendix I to Volume 2.

6. Volume 4, Appendix I (p.'I-8), entitled-Transportation Resource Requirements, and Volume 2, Appendix I (p. I-3), are both being revised to indicate an updated i

requirement for 515 total buses. This'is less than'the 574 buses currently available through letters.of agreement.

7. The Teamsters Local No. 633 of New Hampshire has q agreed to provide drivers for evacuation transportation I j

i activities from within its membership ranks. A letter of q

agreement to that effect is contained in Volume 5, ' Revision '

2, of the NHRERP.

8. The availability of adequate EMS or ambulance .

service is sufficient to respond to all New Hampshire EPZ needs. Volume 5 contains letters of agreement which make available approximately 38 ambulances. This is in excess of i

.i the total vehicle needs for New Hampshire of approximately 36 ambulances, as listed in the IFO Resource Coordinator's procedure - Volume 4, Section 18, Attachment ISB, (" Local j

Transportation Worksheets"). A list of ambulance providers and number of ambulances is also provided in Volume 4, Appendix I (Section 2). Section 3 to Appendix I summarizes l

transportation resource requirements with respect to the individual towns.

9. The State Department of Transportation has backup resources to plow the snow in the town of South Hampton.
