SUBJECT:

REQUEST FOR APPROVAL TO USE ALTERNATIVE EXAMINATION REQUIREMENT FOR BRUNSWICK. UNIT 1. REACTOR VESSEL STUD AND ITS BUSHING DURING SECOND l i

10-YEAR INSERVICE INSPECTION INTERVAL (TAC NO. MA0814)

Dear Mr. Hinnant:

By letter dated January 27, 1998. Carolina Power & Light Company (CP&L or the licensee) requested NRC approval to use an alternative to the ASME Code.

Section XI, requirements to perform inservice inspection of one of the reactor l vessel studs and its associated bushing that could not be removed by normal means at Brunswick. Unit 1. The NRC staff has reviewed and evaluated the proposed alternative and has determined that it provides a reasonable assurance of operational readiness. and that compliance to the applicable Code would result in hardship to the licensee without a compensating increase in the level of quality and safety. Therefore, the proposed relief is authorized ,

pursuant to 10 CFR 50.55e(a)(3)(ii).

l Further details regarding the staff's evaluation and conclusions are contained in the enclosed Safety Evaluation.  !

Sincerely.
