SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED MARCH 31, 1987, RE UF HANDLING PROCEDURES 6

Background

In response to Department of Energy (DOE) concerns about the potential hazards )

of filling UF cylinders g containing hydrocarbons, NMSS requested licensees to '

assess their UF6 cylinder handling procedures to prevent or detect the introduction of hydrocarbons into UFn cylinders. Following the assessment, the licensees were requested to presEnt the assessment in the form of a license amendment application. The subject application is in response to the NMSS letter of March 2, 1987.

Discussion ANF does not use vacuum pumps with hydrocarbons in the UF6 processing system.

Any changes to the system will be made in accordance with an Engineering Change Notice (ECN) procedure. The ECN is concurred in by several groups which would evaluate the safety significance of any change in the system.

This procedure should assure maintenance of safeguards to prevent mixtures of hydrocarbons and UF

Maintenance is done on UF cylinders in accordance with ANSI N14.1 which includes cleanliness requirements.6 Full and " heel" cylinders or cylinder overpacks have )

l seals applied to provide protection during transport.

l Conclusion / Recommendation The staff concludes that the ANF controls provide reasonable assurance that l

hydrocarbons will not be inadvertently introduced into UFc transport cylinders or process equipment. Approval of the application is recMmmended.

The Region V Principal Inspector has no objection to this action.
