SAFETY EVALUATION REPORT: APPLICATION DATED SEPTEMBER 29, 1997, ORGANIZATIONAL CHANGES BACKGRfU,ID By application dated September 29,1997, the licensee requeated that Materials License SNM-1227 be amended to reflect organizational changes.

DISCUSSION The changes proposed by SPC are as follows:

1. 't he function of Senior Vice President and General Manager, Nuclear Division wi!! be selocated from Bellevue to the Richland Facility. As a result, the Vice President, Manufacturing will no longer be the senior site representative at Richland. SPC requests the statement to this effect Se removed from Chapter 2.
2. The position of Manager, Plant Engineering will be divided into the following two positions reporting to the Manager, Manufacturing Engineering: Manager, Plant Engineering and Manager, Maintenance Engineering. SPC requests the responsibility description of the Manager, Maintenance Engineering and the revised responsibility description of the Manager, Plant Engineering be added to Chapter 2.
3. The position of Manager, Facilities / Landlord has been elevated so that the incumbent reports to the Manager, Manufacturing Engineering. SPC requests the responsibility description of the Manager, Facilities / Landlord be added to Chapter 2.
4. The position of Manager, Waste Management Engineering has been deleted. The functions of that position with regard to engineering support for developing and implementing pro asses for waste treatment and environmental protection will reside in Manufacturing Technology (development) and Process Engineering (implementation).

SPC requests the revised responsibility statements for the managers of these organizations be added to Chapter 2.

The staff has reviewed the proposed changes anc' finds them acceptable.

ENVIRONMENTAL REVIEW Since the changes are adminisirative, the staff has determined that the proposed changes do not advercely affect the public health and safety or the environment. Therefore, in accordance with 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmentalimpact statement is warrankd for this action.

CONCLUSION -

The Region IV staff has no objection to this licensing action. The staff recommends approval of the amendment application.
