I By application dated August 28, 1997, the licensee requested that Materials

License SNM-1227 be amended to reflect organizational changes.

Discussion The changes proposed by SPC are as follows:

1.

Re-establishing the position of Vice President. Engineering.

Feuerbacher the current Manager Materials and Scheduling, will assume the po!ition of Acting Vice President. Engineering.

He is responsible for the fuel engineering activities in support of nuclear fuel fabrication.

2.

The position of Vice President. Engineering and Manufacturing will be changed to Vice President. Manufacturing.

B.N. Femreite. the current Vice President. Engineering and Manufacturing, will assume the position of Vice President.. Manufacturing and will continue in the role of-Richland site executive-in-charge, The Vice President. Manufacturing will continue to be r_esponsible for the fabrication of nuclear fuels and the safety related functions of. manufacturing, maintenance, plant support engineer',19. transportatirn, materials handling and storage.

licensing, and industrial, radiological-and nuclear safety for the Engineering and Manufacturing Facility He reports directly to the Senior Vice President and General Manager. Nuclear Division.

He is the Senior Site Representative and has full authority and responsibilities of.the position.

He also serves.as the Plant Emergency Director on the Plant Emergency Response Management Team (PERMT).

S.F. Gaines, the current Manager. Component Support and Machining. will assume the position of Manager. Materials and Scheduling.

He reports to the Vice President. Manufacturing -and is responsible for the overall manufacturing scheduling, uranium planning.- purchasing, and for the logistical support for shipping and receiving nuclear materials.

He also serves on the PERMT.

The staff has reviewed the proposed changes and finds them acceptable.

Fnvironmental Review Since the changes are administrative, the staff has determined that the proposed changes do not adversely affect the public health and safety or the environment.

Therefore, in accordance with 10 CFR 51.22(c)(11). neither an environmental assessment nor an environmental impact statement is warranted for this action.

Conclusion The Region IV staff has no objection to this licensing action.

The staff recommends approval of the amendment application.
