SAFETY EVALUATION REPORT, LICENSE AMENDNENT APPLICATION DATED l

FEBRUARY 22,1988 (SUISMITTED BY LETTER DATED FEBRUARY 26,1983),

RE 10 CFR 20.202 AND HEPA FILTER SYSTEM CHANGES

Background

10 CFR 20.202(c) has been amended to require that personnel dosimeters required by 10 CFR 10.202(a) or required by license condition be evaluated by a processor holding acceditation from the National Voluntary Laboratory Accredition Program (NVLAP). ANF proposes to have personnel governed by 20.202(a) subject to NVLAP dosimeters.

ANF also proposes to revise the HEPA filter testing and protection system requirements.

Discussion i

ANF proposes to delete from the license the requirement to provide personnel dosimeters to all personnel.

In the transmittal letter, ANF states that, as a i

catter of ANF policy, all personnel will continue to be provided dosimeters.

With the proposed revision, however, only personnel who fall within the l

population defined by 10 CFR 20.202(a) will be provided NVLAP qualified dosimeters.

Another proposeo change in the license is to delete the requirement to i

automatically test HEPA filters following operation of the sprinkler deluge system. ANF experience has shown that operation of the deluge systen does not affect the final HEPA filter system.

With the proposed change ANF would test the system only if an evaluation by Maintenance Engineering determined that the test was necessary.

ANF has also proposed revision of the protection features for the HEPA filters.

Potentially corrosive gases would be scrubbed or diluted by other exhaust air before final filtration.

The filter systems would be inspected at least quarterly if exposed to corrosive fumes.

Liquid scrubbing and automatic fog deluge methods would be available to protect the filters in the event of a fire.

ANF would not maintain the cool cir injection system to protect the filter system during a fire.

The other changes involve a new reference to SNi1 safeguards requirement; and correction of a typographical error.

i Findings / Recommendations The staff finds that the proposed changes do not adversely affect the health and safety of the public.

The staff recommends that-the application be approved.

I The Region V Principal Inspector has no objection to.this proposed action.
