SAFETY EVALUATION REPORT: APPLICATION DATED APRIL 16, 1992, AND SUPPLEMENTS DATED JANUARY 18 AND OCTOBER 5, 1993, EMERGENCY PLAN Backaround By application dated April 16, 1992, SPC requested an amendment to page 8-1 of the license to remove specific reference to the latest revision of the Emergency Plan. On January 18, 1993, SPC revised the application to correct the company name and the Plan's title. On October 5, 1993, SPC revised the application to match the language in 10 CFR 70.32(i).
Discussion In Part I of the current license, Chapter 8 specifies the title and date of the Emergency Plan.
In the April 16, 1992, application, the licensee requested an amendment to remove this specific reference to the Emergency Plan. On January 18, 1993, SPC revised the application to correct the company name and change the Plan's title. The previous Plan was titled " Advanced Nuclea.r Fuels Corporation Richland Fuels Fabrication Plant Emergenc.) Plan, Part I," and the latest revision of the Plan was issued on January 31, 1989.
The current Emergency Plan is titled "Siemens Power Corporation - Nuclear Division Engineering and Manufacturing Facility Emergency Plan, Part I."
No revision date or number is specified in the Omended Chapter 8.
In accordance with 10 CFR 70.32(i), Part I, Chapter 8, of the license-continues to contain the condition that the licensee shall make no change to the Plan without the prior approval of the Commission, if the change would decrease the effectiventss of the Plan. The rule and condition allow the licensee to make chenges to the Plan without the Commission's approval, provided the changes do not decrease the effectiveness of the Plan.

However, 10 CFR 70.32(1) requires that a copy of each change be furnished.to the Director, NMSS; to the appropriate NRC Regional Office; and to affected offsite response organizations.
In the October 5, 1993, revision, SPC corrected the application to commit to providing a copy, not a description, of each such change to the specified recipients within 6 months after each change is made.
In the revised Approval and Responsibility Matrix, approved on April 27, 1993, by License Amendment 16, sets forth the responsibilities for the Emergency Plan. The Plan is prepared by the Manager, Regulatory Compliance; approved by 9310150169 931013 9
