l In the cover istter to the heensee (Attachment 4 of SECY-99-010), the NRC staff is required to reconfirm that licensee l m:nagement intends to perform independent, third-party audits of the SCWE and ECP at Millstone until the " fragility' ir l the various programs that make up the SCWE is remedied. This inspection of the ECP at Millstone Units 2 and 3 is beinc l performed by the NRC staff in accordance with the direction provided by the Commission in the SRM to SECY 99-010 OBJECTIVE lThe objective of this Task Order is to obtain expert technical assistance from one specialist in the performance of ar .

Employee Concems Program inspection at Millstone Units 2 and 3. The specialist should have a background in humar rcsources, communications, and management techniques, but with the requisite technical expertise to understand thr purpose and process of an Employee Concems Program at a commercial nuclear facility. The specialist %ouid tw thoroughly familiar with NRC regulations and inspection methodology. The inspection will be . conducted in accordance
