. Response to September 24, 1987 Letter Concerning Dual Licensing of Operators  !

Gentlemen:

At .the meeting between Duquesne Light Company and NRC Region 1, conducted at the. Regional . Headquarters, on January 5, 1987, the Company indicated its intent to initially operate Units 1 and 2 with separate operating crews. We also stated our plans, following the

'first .' cycle, to further ~ discuss the possibility of having dual-licenses at Beaver Valley. Our past 'and present actions,'

concerning ' licensing of individual operators and senior operators, are consistent with this position.

Addressed herein are clarifications to each of the four points

. requested in the NRC's September 24, 1987 letter from Mr. J. W. Roe,

~NRR to Mr. J. J. Carey, Duquesne Light Company (DLC):

1. Positions and responsibilities of each individual with respect to Units 1 and 2.

Attachment 1 delineates those individuals who have been designated to the- NRC as potential dual-license candidates via their license applications, as directed by and agreed to by Region 1.

Please note that Attachment 1 differs from the NRC's September 24, 1987 list by the following:

a. The deletion of Messrs. J. Mencke, M. Morgan and R.

Worst, who are assigned to Unit 2 and are not considered as potential dual-license candidates,

b. The addition of Mr. J. Cunning, who was previously identified as a potential dual-license candidate in our license application.

. Response to September 24, 1987 Letter Concerning Dual Licensing of' Operators Page 2 The position and responsibility of these licenced personnel currently is a specific Unit 2 assignment as Licensed Operation Supervisors, with the exception of Mr. J.

Vassello, who has completed a temporary Unit 2 shift Supervisor assignment and is currently assigned as Director of_ Licensing. The issue, discussed at our January 5 1987 meeting, was that for initial startup and operation of Unit 2, DLC would provide separate Operating organizations to staff the two units. Also at'that meeting it was agreed that. the dual license issue would be revisited near the end of Cycle I operation of Unit 2. A Senior NRC representative at the meeting, Mr. S. J. Collins, stated, "We would like to see Senior Shift Supervisors be dual-licensed. We have misgivings about operators, but a desire for supervisors to be dual-licensed". With that understanding, we were asked to submit FSAR and Technical Specification (January 27, 1987 submittal on open Issue 6) changes to reflect current staffing. This was done with a full understanding that the future dual-license issue is open.

2. Whether each is participating in the requalification

. programs for both Unit 1 and 2.

Unit 2 personnel are currently enrolled in a Unit 2 specific Requalification Training Program only. The current understanding in this area, from the above mentioned discussions, is that if and when the decision is made to dual-license operations supervisors, they would be given a special upgrade training program to ensure current understanding and knowledge of Unit 1.

3. DLC's position regarding Mr. Held's application for a Senior Operator license at Beaver Valley Power Station, Unit 1.

DLC's position is that Mr. Held is exercising his individual right to pursue the established appeal process concerning the outcome of his Unit 1 Senior Operator License examination in accordance with 10 CFR 2.103(b)(2). Duquesne Light Company considers it improper to interfere with Mr.

Hold's exercise of this right.

4. The Company's apparent inconsistency with the stated policy of separate organizations for the two units at Beaver Valley.

We do not believe there is any inconsistency in our policy, since we have operated Units 1 and 2 in accordance with our stated intentions and agreements with the NRC. Furthermore, we have kept the NRC appraised of our intent in manning the Beaver Valley Site (i.e. Units 1 and 2). As stated above in response #1, DLC has complied with all commitments made to l the NRC and we fully expect to discuss the issue of dual-licensed supervisors at the Beaver Valley Site in the future as we previously agreed to.
